r- <br />t <br />;~ <br />- ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: .April 17, 2001 <br />Action Agenda <br />Item No. g- ~. <br />SUBJECT: Classification Plan Amendment -Revenue Technician Title Change <br />DEPARTMENT:- Revenue and Personnel .PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Revised Class Specification for Deputy <br />Tax Collector <br />INFORMATION CONTACT: <br />Jo Roberson, Revenue Director, <br />Extension 2727 <br />Elaine Holmes, Personnel Director <br />Extension 2550 <br />TELEPHONE NUMBERS: <br />Hillsborough <br />Chapel Hill <br />Durham <br />Mebane <br />732.5181 <br />968-4501 <br />688-7331 <br />336-227-2031 <br />PURPOSE: To consider amending the Orange County Classification and Pay Plan by: <br />• Changing the title of the existing class of Revenue Technician II at Salary Grade 64 to <br />Deputy Tax Collector, still at Salary Grade 64. <br />• Changing the title of the existing class of Revenue Technician I at Salary Grade 63 to <br />Revenue Technician, still at Salary Grade 63. <br />BACKGROUND: Orange County's Revenue Department employs a Revenue Technician II <br />who is primarily responsible for the collection of delinquent taxes and fees, including wage <br />garnishments, attachments (bank, house and rent) and Sheriff s levies; completing in rem <br />foreclosures; and administering bankruptcy cases. <br />The Revenue Director has identified the need for the Revenue Technician II to have signature <br />authority for legal documents such as wage gamishments and attachments. When the Director <br />is unavailable or absent, the final processing of documents is delayed until her signature is <br />received. To be able to sign and take official responsibility for these documents, the Revenue <br />Technician II must hold the class title or equivalent class title of "Deputy Tax Collector." <br />Without holding the position of deputy, the Revenue Technician II also is not eligible to apply for <br />the Deputy Tax Collector certification from the North Carolina Tax Collectors Association.
