C. <br />Members present: Chairman R. J. ;~. Hobbs, Commissioners Clarence Jones, Donald McDade, <br />Donald Stanford and Eienty Yfalker. <br />Members absent: None <br />The minutes of the i7ovember 16th meeting were read by the Clark and approved by the Board. <br />Upon motion of Commissioner 5tarSord, seconded by Commissioner Ylalker, and unazs!mously <br />'.', adopted Dr. Hobbs was elected to serve a one Yeaz tern. as Chairman oT tha Hoard. <br />~i The followin5 deoartr.ent officials presented reports for the month of aovember, 1959: <br />' Cashe Do,:s, County Dog Barden <br />wank Frederick, Delinquent Tax Collector <br />E. Tne Board thanked the tiro zexesentutiv=_s for <br />j appeazing. <br />' Roy Cale, Attorney for the cprooration that had recantly purchased Graham Court Apaztments, <br />'~ anneazed and petitioned for the lowing of the tae value on said property. Mr. Cole presented <br />~', pictures of the oronerty and appraisals from trro realtors Sn Chapel hill, N. C., attestin; to the <br />value of said property. The Board infor;aed )ur. Cole that tl:a heariz~ rrould continue until a check <br />of the General Statutes could ba made to see what action could be taken at this reeuest, <br />fir. Henson Ashley appealed his property assessment 1n Cedar Grove Tmmsuip, said property <br />is listed at 1319, U00.00 The Board advised Lz. Ashley that this tras not a revaluation year, therefore, <br />there was no action that could be ta!sen to reduce his assess~sent. <br />A road petition rms submitted ty Jacob 0. Nardee for a road located in Chanel Hill Tmmahip <br />~~' and runs fron Highway 54 to old Nighway ;;86 and is ]rnorm as Simpson Street. The C1_rk was <br />!: requested to mall said petition to the State Highway Commission. <br />A letter from Carvell Tr aini n,; School at i(i.nston, 17. C. askin; for a Ciw istmas contribution <br />'. tms :ead by Chairman Hobbs. This reouest was re,~=_cted by the Eoazd as this area is served by another <br />', school an3 the Empty Etocking Fund is providing for the Orange County childern located in this school. <br />' John :.fanning, Attorney, anceazed in behalf o_" the ilar/Regest=r oronerty which is now covered <br />by a county li_n, 'rs~ Siannin; had requested in a letter to A. H. Graham County Attorney, that the <br />Boazd cancel the county lien for an amount less than its face valve. "The Chapel hill City Board of Education respectfully repuests the Oran a County Board of <br />~, Commissioners to transfer ;25,000 in our Capital Outlay Budget for 1959-60 fron the allocatlon for <br />ourcuase of a near site to the allocation for additional elementazy classrooms. <br />Tnis reouest is made because subsequent to the adoption of our annual budget for 1959-b0, the Chapel <br />i H1,11 City Board of pxlucation made alteratlons in its original plan for additional elemantas'y classrooms. <br />"i!e had oriinally planned for a 6-classz•oom addition but have since cone to the conclusion that 8 <br />' classrooms and a multipurpose roam r;ould be mare practical, feasible, and economical. Stuaies made <br />since oux original budget request indicate that eight rooms trill more adequately meet our present <br />needs than the contemplated adultiw of sL': rooms. In vietr oT the situation as it now exists, ra <br />respectfully reouest that the Orange County Doard of Cosunissioners make available by budgetary transfer <br />the additional funds necessary for this project. <br />`'The Chapel iit11 City Board of Education appreciates deeply the concern and cooperation of the Orange <br />' County Eoazd o_` Commissioners In this matter." <br />Upon motion of Commissioner Jones, seconded by Commissioner L'cDade, and ananimously adapted, <br />the Chanel Hi11 City Eoazd of Education was authorized to transfer u25,000 allocathd to them <br />'in the 1959-60 Capital Outlay Budget for' the reason cited in ir. Sohneton's letter. The County <br />'accotmtant is hereby authorized to make the necessarg budgetary ti'ansler. <br />' C. A, McPherson of Chapel 31ll submitted a written protest concerning the 10;i late listing <br />'. nenalpy on his 1959 county tax notice. The Board could find no legal basis Tar releasing thls <br />penalty. <br />Burch Compton appeared to make a r®qu9st fo: the car allarance for the eleven days acrossulated <br />'.vacation. The Baud decid=_d not to alloy:. travel a1lm:ance to persons taking terminal leave. <br />Chairman 3obbs read letter pS recommendation submitted to him fron the 3;tension Department <br />concernin,; the apollcation of welyn Davis Aaner as dssistant Home Dmonstration Agent.
