Orange County <br /> Parks and Recreation Council <br /> Meeting Summary <br /> Date: September 4, 2019 <br /> Place: Environment and Agricultural Center Conference Room <br /> PRESENT: Haywood Rhodes; Gina Reyman; Robert Robinson; Tim Tippin; Tori Williams <br /> Reid; Michael Zelek <br /> ABSENT: Rachel Cotter; John Greeson; Tim Braddy; Jennifer Moore; Robert Smith <br /> STAFF: Lynn Hecht; David Stancil <br /> GUEST: Phillip Fleischmann, Chapel Hill Parks and Recreation Director <br /> I. Call to Order: Introductions. All the board introduced themselves and Stancil introduced <br /> Phillip Fleischmann, the new Chapel Hill Parks and Recreation Director. <br /> ii. Additions or Changes to Agenda, Meeting Summary: Chris Sousa, the Recreation <br /> Superintendent could not make the meeting due to an emergency. His report will be <br /> delayed. Stancil will present maps for the Blackwood farm revisions. Hecht will report on <br /> the swim initiative. The notes from the August meeting were reviewed. No comments <br /> were made. <br /> III. Report of the Chair: Membership/Vacancies: After this meeting, there will be a vacancy <br /> in the Hillsborough Township (with Tori Williams Reid's final term expiring.) Two <br /> applications were made available for review. Hughes and DeWitt were both reviewed. <br /> Reyman thinks highly of Hughes. The group decided to wait to see if others apply. <br /> IV. New Business <br /> a. Welcome Phillip Fleischmann, Chapel Hill Parks and Recreation Director. Some of <br /> the group asked questions about their programs. <br /> b. Service Recognition for Tori Williams Reid's time on the PRC. <br /> c. Recreation Division Annual Update by Chris Sousa (cancelled). <br /> d. Stancil spoke about the upcoming work that will be done at Blackwood Farm Park. <br /> This includes a new drive into the park, which will be safer than the existing one. <br /> There will be increased parking. A new park office and learning center will be built <br /> with a future nature center within it. A disc golf course will also be built. <br /> V. Old Business <br /> a. The group reviewed the draft multi-modal trail letter as written by Tippen with <br /> recommended revisions by Stancil. The group made comments to come up with an <br /> approved letter. With the approved changes, the board looked to pass it. Zelek made <br /> a motion to pass and Robinson seconded that motion and all voted to have the letter <br /> sent to the BOCC. <br /> b. Hecht spoke on the initiative to get 2nd grade kids safe in the water. <br /> c. Stancil thanked Hecht on the BOCC presentation of the Photo Contest winners. <br /> VI. Report of the Director <br /> a. Updates on Other Projects, Facilities & Programs. The BOCC did approve last night <br /> funding for the new Northern Campus and Parks Base. River Park improvements are <br />
