i. Parking: Three paved parking areas provide off-street parking for <br />114 vehicles, including four ADA spaces. Parking for 13 bicycles is <br />provided south of the main clubhouse entry. <br />j. Water and Sewer Service: Domestic water comes from two private <br />wells, one on each side of the County line. Sanitary sewage is <br />pumped north along Kerley Road to Durham’s municipal system <br />under a private license agreement. <br /> <br />Surrounding Land Uses: a. NORTH: Undeveloped properties zoned Rural Buffer. <br />b. SOUTH: Erwin Road Montessori School zoned Rural Buffer and <br />single-family residences zoned RS-20 in Durham County. <br />c. EAST: Single-family residences and undeveloped properties zoned <br />RS-20 in Durham County. <br />d. WEST: Single-family residences and undeveloped properties zoned <br />Rural Buffer. <br />PROPOSAL: The application proposes to expand an existing, member only, recreational facility <br />developed in 1971 offering year-round tennis, swim, fitness, and camp activities. Membership <br />varies seasonally from approximately 600 to 800 members. Hours of operation also vary, but <br />during peak summer season the club is open every day from 8 am to 9 pm. Specifically, the <br />applicant is proposing the following: <br />1. Renovations to the clubhouse, which would not alter the building footprint or <br />height; <br />2. Demolition of the wading pool and three fabric shade structures; and <br />3. Construction of the following features: <br />a. An accessible walk, ramp, and overhead canopy at the main entry; <br />b. A 750 sq. ft. concessions building with a trellis; and <br />c. A 675 sq. ft. open-air picnic shelter. <br />These improvements will not increase the club’s capacity (i.e., membership size) or affect its <br />hours of operation. Said activities are intended to better serve existing members. Please see the <br />application package in Attachment 2 for more detail. <br />Under the current Orange County regulations, this use of property is classified as a Recreational <br />Facility requiring a Class B SUP to operate within the Rural Buffer (RB) general use zoning <br />district. In order to make the proposed improvements, the club must meet current applicable <br />Orange County requirements. In this case, that means obtaining a Class B SUP. <br /> <br />ORDINANCE REQUIREMENTS: <br />“Recreational Facilities” are defined in UDO Article 10 Definitions as follows: <br />“A use of property occurring indoors and/or outdoors providing recreational amenities, <br />activities, or services for compensation. Activities shall include, but not be limited to: <br />sports played on a court, amusement arcades, bowling alleys, skating rinks, shooting <br />ranges, billiard and pool halls, paintball, rope climbing or obstacle courses, go-kart or <br />17
