32 39 <br /> Comment: Robert's Rules of Order was designed to govern a <br /> large legislative assembly, and many of its provisions may be <br /> inappropriate for small boards. Nevertheless, it is the best <br /> source of Parliamentary procedure; care should simply be <br /> taken to adjust Robert's Rules of Order to meet the needs of <br /> small governing boards. <br /> Rule 34. The Clerk to the Board shall be the Sole County <br /> Officer Responsible for Presenting Documents to the <br /> Chair for Signature. The clerk shall review all such docu- <br /> ments with the county manager and county attorney before they <br /> are presented to the chair for execution. <br /> Rule 35. The Chair shall be the Spokesperson for the <br /> Board. The chair shall be the official spokesperson for the <br /> board. In the chair's absence, the vice-chair shall be spokes- <br /> person. In the absence of the chair and vice-chair, the most <br /> senior BOCC member will be the spokesperson. This follows <br /> the standard hierarchy of board leadership. The chair may des- <br /> ignate a board representative to speak at events where a <br /> speaker has been requested to represent the BOCC. <br />
