5 <br />C. Land Acquisitions for Parks, Open Space and Resource Conservation <br />Short-Term (2-5 Years) <br />Table 1 gives the priorities for land acquisitions during the next two to five years. Note <br />that the 1999 Joint Master Recreation and Parks report emphasizes the importance of land <br />banking to preserve pazk sites now. The Task Force concurs with this recommendation, <br />and recommends that at least half the pazks funds allocated from the upcoming <br />November 2001 bond referendum be devoted to land acquisition. <br />The cost estimates put forth in this table, and in the rest of the report, are based on current <br />knowledge and markets present in 2001. Estimates should be revised at the time of <br />funding to reflect the then-current conditions. <br />D. Parks and Open Space Facilities Development - Short-Term Priorities (2-5 <br />Years) <br />Table 2 gives the priorities for facilities development during the next two to five yeazs. <br />Note that the Task Force anticipates that County and Town discussions or discussion of <br />the Capital Needs Advisory Task Force will reveal other facility needs. <br />E. Land Acquisitions and Facilities Development -Long-Term Priorities (6-1p <br />Years) <br />The report also gives suggested priorities for land acquisitions and facilities development <br />during the next 6-10 years. <br />F. Joint Parks Guidelines and Criteria <br />The criteria for joint pazk projects adopted by the Boazd of County Commissioners <br />during the past two yeazs is summarized on this page. Note that these criteria should <br />guide the selection of projects for the upcoming bond referendum. <br />G. Conclusions <br />Based on information available to the group, the Open Space Task Force believes that the <br />projects cited in this report reflect a reasonable assessment of open space needs through <br />the yeaz 2010. The Task Force hopes that the Boazd finds this report helpful in <br />identifying the many different pazks and open space needs that exist, and that it <br />engenders discussion of how to make these important needs a reality. <br />H. Recommended Actions <br />The Open Space Task Force recommends that the Board of County Commissioners: <br />1. Discuss the Preliminary Report and provide comments <br />2. Approve the Executive Summary of the report, and forwazd it along with <br />Tables 1 and 2 and the "Joint Pazks Guidelines and Criteria" to the Capital <br />Needs Advisory Task Force <br />3. Receive the rest of the report for further discussion <br />
