recreation), based on projected size and location of parkland throughout the county. The
availability of matching funds from the benefiting jurisdictions should be an important
component in future acquisition and park development....
The reports cited above also offer insights into the park facilities needs of each
jurisdiction in the County. The balance between pazkland and the development of
facilities was also reflected in the 1997 referendum. The Lands Legacy program is
striving to make land-banking and preservation of critical resource lands a reality.
Another important component that guided the work in this report was the 1997 Parks
bond and the noteworthy projects that have been accomplished from that bond. A total of
five new soccer fields have been constructed or will soon be available for County
citizens, accomplished with proceeds from that bond. The band and the reports of pazks
work groups in the past four years has greatly advanced our ability to work together
Countywide for parks and open space needs. The Board's adopted criteria for joint parks
projects cleazly articulates the ways that joint pazks projects could be pursued by multiple
jurisdictions.
B. Goals for Parks, Open Space and Resource Lands
The projects recommended in this report were selected with the following goals in mind:
1. Work towazd completion of projects in the 1988 County Master Recreation and Pazks
Plan
2. Work toward completion of projects (acquisition and facilities) suggested in the 1999
Joint Master Recreation and Parks (JMRP) Work Crroup report
3. Promote appropriate joint parks and open space projects between Town and County,
consistent with adopted criteria
4. Acquire.Top Priority Identified Natural Areas and Wildlife Habitat and Prime Forests
5. Acquire conservation easements on top priority Prime and Threatened Farmland in
Water Supply Watersheds
6. Aggressively pursue grants and partnerships with other local governments and
associations
The current report lays out the short term and longer-term priorities that we see from the
identified needs. The short-term projects are needs that we anticipate will be most
critical for the next five years, while the longer-term needs are projects that, while
extremely important, may require activity and funding in the 6-XO yeaz timeframe.
The issues discussed in this current report are timely because of the ongoing work of the
Capital Needs Advisory Task Force. The short-term priorities in the report are the Task
Force's best estimate of the projects that might be feasible for the November bond
referendum, and aze also provided to serve as a starting point for Boazd discussion of
parks and open space needs.
