5 <br /> Attachment 2 <br /> BOCC Meeting Types <br /> The following is offered for clarification based on the BOCC discussion at the 10/3/19 Work Session, <br /> Item#1, "Public Comments at BOCC Meetings". Items printed below are either directly from or <br /> paraphrasing information from "Open Meetings and Local Governments in North Carolina" (Bluestein <br /> and Lawrence)from the UNC School of Government and their interpretation of North Carolina General <br /> Statues. <br /> Official Meeting—An official meeting occurs whenever a majority of the members of a public body <br /> gather together in order to <br /> • Conduct a hearing <br /> • Participate in deliberation <br /> • Vote <br /> • Or otherwise transact public business <br /> Notice Requirements for Official Meetings— <br /> The law delineates four categories of meetings—regular, special, emergency and recessed—and <br /> establishes different notice requirements for each type. <br /> (These four categories are based on a notification timeline. The categories are not dependent on the <br /> content,format or process method of the meeting.) <br /> Notice Requirements <br /> • Regular Meeting— 10 days before the first meeting, usually submitted annually <br /> • Change in Regular Meeting—at least 7 days prior to the changed meeting <br /> • Special Meeting—48 hours prior to the meeting, must list topics <br /> • Emergency Meeting—immediate decision needed, cannot wait 48 hours, notify local news <br /> outlets that requested notice <br /> • Recessed Meeting—a recessed meeting is essentially noticed at the time of recess when the <br /> time and place is announced (in open session) of when the meeting will resume. <br /> Use of the Term Regular Meeting <br /> A regular meeting is typically a business meeting held at regular times such as the first Tuesdays of each <br /> month. <br />
