19 26 <br /> The Board of Commissioners pledges its respect to all <br /> present. The Board asks those attending this meeting to <br /> conduct themselves in a respectful, courteous manner <br /> toward each other, county staff and the commissioners.At <br /> any time should a member of the Board or the public fail <br /> to observe this charge, the Chair will take steps to restore <br /> order and decorum. Should it become impossible to <br /> restore order and continue the meeting, the Chair will <br /> recess the meeting until such time that a genuine <br /> commitment to this public charge is observed. <br /> The BOCC asks that all electronic devices such as cell <br /> phones,pagers,and computers shouldplease be turned off <br /> or set to silent/vibrate. <br /> Please be kind to everyone. <br /> VI. Conduct of Debate <br /> Rule 11. Powers of the Chair. The chair shall preside at all meet- <br /> ings of the board if he or she is present. If the chair is absent, the <br /> vice-chair shall preside. If both the chair and vice-chair are absent, <br /> another member designated by vote of the present board members <br /> shall preside. A member must be recognized by the presiding officer <br /> in order to address the board. The chair shall have the following <br /> powers: <br /> 1. To rule on points of parliamentary procedure, including the <br /> right to rule out of order any motion patently offered for ob- <br /> structive or dilatory purposes; <br /> 2. To determine whether a speaker has gone beyond reasonable <br /> standards of courtesy in his or her remarks and to entertain <br /> and rule on objections from other members on this ground; <br /> 3. To entertain and answer questions of parliamentary law or <br /> procedure; <br /> 4. To call a brief recess at any time; <br /> 5. To adjourn in an emergency. <br /> A decision by the presiding officer under any of the first three <br /> powers listed above may be appealed to the board upon motion <br /> of any member. Such a motion is in order immediately after a <br /> decision under those powers is announced and at no other time. <br />
