Draft - Historic Preservation Commission Minutes January 26, 2011 2 <br />After considerable discussion, Allison motioned to construct local landmark signs in the PVC material. Dickinson <br />seconded the motion. After additional discussion, the four HPC members present voted unanimously to select <br />the PVC material for local landmark signs. <br /> <br /> <br />ITEM #9: DISCUSSION ITEMS <br />a. Photo Contest Theme & Preservation Month Activities <br />Staff provided a brief summary of past preservation month activities including the partnership with the Orange <br />County Museum to organize a photo contest. Moon reported her conversation with Darcie Martin, the <br />Executive Director of the Museum, and the need for a theme for this year’s contest. After some discussion, <br />members suggested using “historic architectural details” as the theme for the photo contest. Staff agreed to <br />share that suggestion with Ms. Martin. <br /> <br />HPC members also discussed possible activities for the rest of the month. Members expressed interest in <br />setting up a booth at Last Fridays in May, and continuing with the Resolution for the Board of County <br />Commissioners. Rankin also suggested preparing a photo display using some of the WPA era photos of rural <br />Orange County. Rankin thought that he could download 8-12 photos from the Library of Congress collection <br />and arrange for modest frames. Perhaps the Museum or the Alliance for Historic Hillsborough would <br />contribute toward the cost of the frames. Moon offered to check with the library director regarding an exhibit <br />policy. <br /> <br />b. Preparation for Murphey School Joint Public Hearing <br />Staff reported that the request for a joint public hearing memo had been sent and that the hearing was <br />tentatively scheduled for March 3rd. Moon included a number of materials in the packet from the last public <br />hearing for local landmark applications. Since a draft version of the designation ordinance is typically included <br />in the agenda packet for the public hearing, Moon included a draft version for the HPC’s review and comment. <br /> <br />The HPC discussed the SHPO’s comment in its review letter, to “Please note that, if the Council wishes to <br />extend the Commission’s authority to significant interior features, the owner must give consent and the <br />designation ordinance must specify the particular features subject to review and describe the nature of the <br />Commission’s design authority over them.” <br /> <br />Members suggested additional language to the model ordinance to provide for COA review to select interior <br />features for Murphey School. Moon to incorporate the additional language into the designation ordinance as <br />directed. <br /> <br />c. Work Plan for 2011 <br />To help implement the work plan that the HPC prepared for the BOCC, staff provided a table showing the <br />upcoming meetings for the year. Members identified the key things they hoped to accomplish and began <br />scheduling those items on the table. Members also asked staff to bring back the meeting notes from the 2009 <br />preservation summit. <br /> <br />d. Membership <br />Staff reviewed the number of vacancies on the HPC and asked members for recommendations of prospective <br />members. Rankin spoke of a resident of the White Cross community who has professional experience as an <br />archaeologist. Rankin agreed to follow up and see if this resident would be interesting in joining the HPC. <br /> <br /> <br />ITEM #10: INFORMATIONAL ITEMS (handouts at meeting) <br /> <br /> <br />ITEM #11: ADJOURNMENT <br />Golan motioned to adjourn the meeting at 8:35 p.m. Rankin seconded the motion.
