<br />' The Hoard of Commissioners for the County of Orange, North Cazolina, met in ad,7ourned regular ~!i
<br />~~i cession at the County Courthouse 1o Hillsboro, the regular place of meeting, at 10 o'clock, A.i., ~..
<br />on November 16, 1959.
<br />Members Present: Chairman R. J, Li. Hobbs, Commissioners Clazence Jones, Donald McDade, ~.
<br />and Donald Stanford. ,
<br />Members absont: Commissioner Henry S. Stalker.
<br />The minutes for the November 2nd meeting were read by the Clerk and approved by the Hoard.
<br />The Chairman announced that this was the date and hour fixed by the Hoard Sor the public
<br />,hearing upon the order entitled:
<br />"ORDBR AUTHORIZING u50,000 HCHOOi BUILDSNG BONDS"
<br />and that the Hoard would immediately hear any and all citizens and taxpayers who might desire to
<br />protest against the issuance oS said bonds.
<br />' IJO citizen or taxpayer oS the County appeared, either in person or by attorney, to protest
<br />against the issuance of any of said bonds, and the clerk announced that no protest in miting,
<br />!, signed iry any citizen or taxpayer, had been presented.
<br />' Thereupon, upon motion of Commissioner Stanford, seconded by Comissionar McDade and carried,
<br />'.' the order introduced an3 passed on first reading on November 2, 1959, entitled: "O.RDBR AUTADRIZIIJG
<br />'. >50,000 SCHOOL HUILDIN7 HDNDH", was read ¢ second time and placed anon its final passage. The
<br />'I vote anon the final. passage oT said order was:

<br />The Chairman then announced that the order entitled: "ORDHR AUTHORIZING $50,000 SCHOOi
<br />',~ BUILDIIIG BO1~DH", had passed.
<br />The Cleric was thereupon directed to publish said order in Tae Neas oL Orange County, once
<br />in each of two successive weeks, acd to publish at the foot of said order the appended note as
<br />,required by The County Pinence Act, as amended.

<br />Ito sweral citations from the N. C, General Statutes and he requested that !s. Graham interpert these
<br />', citztions in the light of the Belle-Due case. Hr. Graham agreed to do this and to report his
<br />Ifindinga at the next board meeting.
<br />The County Accountent eras directed to allocate temporary office space to the A,E,C. Poards'
<br />-law enforcement agency. Tnis allocation of space was made to the A.P.C. Board with the understanding
<br />that the azrangements were to be on a temporary basis only and that permament azrangesents could
<br />not be made until the matter of the Hoae Demonstration kitchen question was settled.
<br />A letter oS zasignati on from Katherine Pritchett hiller, Aast. Home Demonstration A-_ent ras
<br />presented. The resignation of ss. 6:iller was accented with regret and would become effective
<br />January 16, 1960, Chairman Hobbs expressed the appreciation of the Hoard for the fine service
<br />rendered the County by Mrs. Miller.
<br />' Pearo on Stewazt, Pia.^.ning Director fo< the Research Triangle Institute, came befm•e the Hoard
<br />to discuss informezly the future plarudng actively oT his agency. County zoning ordinances, the
<br />innact the Research Triangle would 'nave on Orange County and a proposed study the Reseazch
<br />iriangle Institute is considering having done by the Reginal Planning Institute ware discussed by
<br />'iMr. Stewazt and the Commissioners.
<br />There being no further business the meeting was ad$ournad.
