She expressed concern that <br />mandatory fee may not be consistent with state law. <br /> <br />Topic C: Presentation on Planning for Conversion to Single Stream for Curbside Collection and <br />other Recycling Programs <br /> Marshall discussed the process and time line to implement single stream collection. <br />The issue of roll-carts for the Urban Curbside Program was discussed, including size <br />and color. A start date of July 1, 2012 marries well with the end of the contract for the <br />current urban collection contractor and a start date for the vendor awarded the new <br />contract. Rural curbside collection will continue to use the bins for collection. One of <br />the efficiencies of single stream would be in the hauling and collection. We are <br />expecting an increase in volume as the result of the change to single stream. There <br />was more discussion on the size of the carts and coordinating with the municipalities <br />and the covenants of neighborhoods and how the residents would store the <br />containers. <br /> <br />Topic D: Walnut Grove Church Road Convenience Center Conceptual Design and Planning <br />Update <br /> Wilson described the new layout of the modernized site. There was a public <br />information meeting on October 24th where 9 residents attended. The BOCC will be <br />updated on the status of planning for this project at their meeting on December 5th.
