Manager) Harold Haywood <br />(Chapel Hill Public Works staff) <br />_____________________________________________________________________ <br /> <br />Beginning time of meeting: 7pm <br /> <br />Mr. Bill Kaiser, Chair of the Commission of the Environment was in attendance. <br /> <br />Old Business (if any) NONE <br /> <br /> <br />New Business <br />Topic A Approval of May minutes <br /> Discussion <br /> Decision/Vote(s) 4-0 <br />Action Item Remus Smith moved, Linda Bowerman seconded motion to <br />approve minutes <br /> <br /> Topic B: Fiscal 2011/12 Solid Waste Department Budget Update <br />Wilson gave a detailed division-by-division update on the Solid Waste Department <br />proposed budget for 2011/12, highlighting what was new and changes to the <br />organization. He discussed reorganization that moved the Equipment Maintenance <br />function under Environmental Support, the capital needs that will be discussed at CIP <br />work session and using a new MSW tipping fee surcharge combined with funds <br />appropriated from reserves to begin to cover costs of Rogers Road improvements. <br />There was discussion of the issues surrounding what types of mitigation strategies might <br />be legally possible in the Rogers Road neighborhood. Details were given of the <br />proposed changes to convenience centers and the new proposed household <br />convenience center support fee. Board and staff discussion and questions followed. <br /> <br />
