1' <br />It is important to distinguish between the policy of Tnfill development <br />and the density at which that -development takes place. A policy of <br />Tnfill development means that development should take place first within <br />the urban area where public services are available, rather than <br />"leapfrogging" into rural areas, thereby consuming farmland and open <br />space and making the extension of public services expensive or <br />tmposstble. Nlhat is "filled in" depends on the land use plan and zoning <br />ordinance, and it could include residential, commerclat, industrial, or <br />recreational uses. The density of development also depends on the land <br />use plan and zoning and each Jurisdiction determines the densities <br />allowed in its planning area. <br />Utillty_~xtensions y <br />The timing of utility extensions and the pace of growth should be <br />coordinated. (CH) <br />Water and sewer service should not be extended outside the boundaries of <br />the Joint Planning Area. (CH) <br />To the maximum extent feasible, no "spillover" growth from the two Towns <br />will occur in Chatham or Durham Counties or in Bingham Township. In <br />other words, all "spillover" development will be absorbed within the <br />boundaries of Chapel Hill Township. ("Spillover" development refers to <br />that growth which overflows into the land adJacent to the Towns current <br />planning Jurisdiction boundaries after 75~ of the suitable vacant land <br />within-the Towns Jurisdiction has been absorbed at densities set out in <br />the Towns Land Use Plans). (OC) <br />The area north of the Town is assumed to be most suitable for absorbing <br />"spillover" because of transportation access, the large efficiently <br />sewerable area belox the Morgan Creek-New Hope Creek divide, and <br />existing growth patterns.
