For Chapel Hill, <br /> Jordan Lake presents both an <br />southeast side of Town amenity, and a barrier to growth on the <br /> . <br />~relnagy~.,j~~~ins; Last is the subJect of basins and limitations on <br />extension of water and sewer service. This issue is discussed in' more <br />detail in Section III. In summary, natural topography hinders <br />extension of sewer service -to the west into the University Lake <br />watershed. The most likely areas for extension are south, northwest, <br />and east. <br />i <br />The following Operating Principles are a compilation of guidelines taken <br />from the Chapel Hill Township section of the adopted Orange County Land <br />Use Plan (OC) and from the discussion paper on Land Use Plan Assumptions <br />prepared by the Chapel H111 Planning Board (CH). The purpose of this <br />compilation Ts to provide a starting point for a statement of the <br />principles which will be used to formulate the Joint Planning Land Use <br />Plana Of course, each Jurisdiction has an extensive set of Goals and <br />ObJectives, but this compilation utilizes two available smaller lists <br />which seem to identify most of the important policy issues. <br />The compilation was done by classifying the .guidelines which appeared in <br />the two documents cited. The Orange County guidelines deal with Chapel <br />Hill Township rather than the Joint Planning Area, but in fact the two <br />areas are very similar (see Orange County Land Use Plan Map) and the <br />guidelines are therefore instructive. This brief compilation shows a <br />great deal of similarity in the thinking of the two Jurisdictions, as <br />does a comparison of their stated Goals and ObJectives. <br />The Goals and ObJectlves statements for Chapel Hili and Orange County <br />should be consulted for other information concerning these and other <br />policy issues. - <br />The statements what follow are grouped into 7 categories: - <br />Open Spice <br />- University Lake Watershed <br />- Higher Intensity Uses/Transition Areas <br />- Rural Areas <br />` Urban Form . <br />Utility Extensions <br />- Allocation of Growth <br />- <br /> <br />51 <br />
