10 <br />In May 2000,. the Chapel Hill Town Council adjusted its Urban Services Boundary to the south <br />of Town, reducing the area that is encompassed by this boundary. The southern edge of Chapel <br />Hill's Urban Services Boundary no longer is the County line; the urban azea now stops just south <br />of the existing Southern Village development. <br />Chapel Hi11 has not requested any change to land use designations in this "Southern Triangle." <br />The azea is designated as Rural Residential on Chapel Hill's new 2000 Land Use Plan (1 <br />dwelling unit per 2-5 acres). This is consistent with the designations on the 1986 Joint Planning <br />Area Land Use Plan which calls the area a combination of Rural Residential and Chapel Hill <br />Transition. The "Chapel Hill Transition" designation is a procedural and jurisdictional <br />designation, which the Chapel Hill Town Council has not requested to be changed. <br />Zt maybe appropriate to begin discussion of jurisdictional issues near the Chatham County line at <br />some paint. <br />Preliminary .Recommendation <br />The Planning staffs of Chapel Hill, Carrboro, and Orange County recommend approval of the <br />proposed amendment to the Joint Planning Area Land Use Plan and Map, with the exception of <br />differing recommendations on designations for the Greene Tract. We fmd the recommendations <br />of the proposed amendments to be consistent with the Joint Planning Operating Principles. Far <br />the Greene Tract, alternative recommendations are: (1) No change at this time; (2) Change <br />designation to Housing/Open Space; and (3) Change designation to Public Use. <br />Attachments• <br />1.
