Public Comment Period – Sassaman: Blair sent out something before the meeting <br />from a neighbor for discussion. The SWAB needs an opportunity to look at it first. <br /> <br />4. Overview of Manager’s Solid Waste FY 2012/13 Budget Proposal Wilson: One of <br />the most important things in the budget is the $3.1 million to close the landfill. We <br />are presuming to implement single-stream. Funds have been budgeted for the <br />second convenience center modification which is proposed to be a neighborhood <br />center. One hundred thousand dollars has been budgeted for the neighborhood <br />cleanup. We are buying roll carts to do an initial first phase in the rural areas that <br />are most urban like and to also do a pilot in the more rural area for feedback. We <br />are proposing to buy two new recycling trucks and one front loader. The proposed <br />fee changes are for C&D landfill is to reduce it from $44 to $40/ton, mulch will <br />increase from $22 to $25 [per three cubic yard scoop] and the [annual]solid waste <br />convenience fee will increase for urban from $5 to $10 and rural from $10 to $20. <br />The $5 surcharge for MSW will remain. <br /> <br />5. Chapel Hill Solid Waste Study Update Simmons: There isn’t a specific date that <br />the report is due. The consultants stated that they believe the Town was getting a <br />good value from the County for the recycling program. There will be a section in <br />the report that will say what our final plans are in terms of recycling. <br /> <br /> Pollock: Is it possible to segment out the decisions that create a critical path for us <br />such as recycling? <br /> <br /> Simmons: I can take back to staff the things that you all think are critical and discuss <br />that with them. We are not purposely trying to withhold information. It is a <br />complex evaluation. We want to be thoughtful and not rush it which is the reason <br />the report isn’t being released at this point. There are ongoing analyses so there may <br />be items that are critical for you priority wise but we may not have completed that <br />evaluation yet. <br /> <br />6. Programs and Services Update
