MINUTES <br />ORANGE COUNTY BOARD OF SOCIAL SERVICES <br />November 18, 2013 <br />1 <br /> <br />THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: November 18, 2013 at the <br />Hillsborough Commons, Hillsborough, North Carolina. <br /> <br />BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Pat Garavaglia, Chair; Claire Millar; Mark Dorosin; <br />and Arthrell Sanders. <br /> <br />GUEST: None. <br /> <br />BOARD OF SOCIAL SERVICES MEMBER ABSENT: None. <br /> <br />STAFF PRESENT: Nancy Coston, Director; Denise Shaffer, Assistant Director; Lindsey Shewmaker, Human <br />Services Manager; and Joyce Lee, Business Officer. <br /> <br />I. Call to Order and Introductions <br /> <br />DSS Chair, Pat Garavaglia, called the meeting to order at 4:02 pm. <br /> <br />II. Board Comments <br /> <br />Pat Garavaglia commented that she enjoyed interacting with staff at the Social Services Institute. <br /> <br />III. Public Comments <br /> <br />None. <br /> <br />IV. Agenda Changes <br /> <br />None. <br /> <br />V. Action Items <br /> <br />On a motion by Arthrell Sanders the Board approved the Minutes of October 21, 2013. Claire Millar <br />seconded the motion. The motion was carried without dissent. <br /> <br />VI. Items for Discussion and/or Decision <br /> <br />1. BOCC Presentation on Federal Issues <br /> <br />Nancy Coston reminded the Board that the Board of County Commissioners had requested a follow <br />up of impacts from the federal government shutdown. One of the presentations is a report on the <br />impacts of federal shutdown and sequestration. The information will now be on the December 2nd <br />meeting. The agency needs to request additional county funds for emergency assistance due to <br />several issues impacting families this year. There has been an increased need for rental <br />assistance, food assistance related to NC FAST, and assistance related to the flood in July. The <br />Commissioners established a Social Justice Reserve fund and the agenda abstract requests money <br />from that fund so the agency can continue to support families. The agency plans to request <br />$100,000 from this fund. <br /> <br />Ms. Coston shared the report with the Board and noted that while this may not be the final version, <br />it generally talks about where the agency has federal dollars and the impacts on those funds when <br />the government shuts down or cuts funding for programs.
