MINUTES <br />ORANGE COUNTY BOARD OF SOCIAL SERVICES <br />March 18, 2013 <br />1 <br /> <br />THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: March 18, 2013 at the <br />Hillsborough Commons, Hillsborough, North Carolina. <br /> <br />BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Pat Garavaglia, Chair; Arthrell Sanders; and Claire <br />Millar. <br /> <br />GUEST: None. <br /> <br />BOARD OF SOCIAL SERVICES MEMBER ABSENT: Mark Dorosin. <br /> <br />STAFF PRESENT: Nancy Coston, Director; Denise Shaffer, Assistant Director; Lindsey Shewmaker, Human <br />Services Manager; and Joyce Lee, Business Officer. <br /> <br />I. Call to Order and Introductions <br /> <br />DSS Chair, Pat Garavaglia, called the meeting to order at 4:09 pm. <br /> <br />II. Board Comments <br /> <br />None. <br /> <br />III. Public Comments <br /> <br />None. <br /> <br />IV. Agenda Changes <br /> <br />None. <br /> <br />V. Action Items <br /> <br />On a motion by Claire Millar the Board approved the Minutes of February 18, 2013. Arthrell Sanders <br />seconded the motion. The motion was carried without dissent. <br /> <br />Pat Garavaglia asked for clarification on why people might qualify for Food and Nutrition Services and <br />not Medicaid. Nancy Coston explained that in North Carolina, there are limited Medicaid programs for <br />adults. Adults under 200% of the federal poverty level would likely be eligible for Food and Nutrition <br />Services but not Medicaid. <br /> <br />VI. Items for Discussion and/or Decision <br /> <br />1. Budget Review and Approval <br /> <br />Nancy Coston presented the proposed budget. The county net increase for Social Services is <br />$484,890. Ms. Coston noted that most of the issues discussed in this year’s budget are related to <br />NC FAST preparation. There are issues associated with sequestration and other federal and state <br />funding cuts but many of these impacts are currently unknown. The budget includes personnel cost <br />increases related to the 2% raise and three time-limited positions through December 31, 2013. <br />More funds are budgeted for temporary staff and overtime costs. Additional funds are included to <br />increase IT capacity, including added bandwidth dedicated to Social Services to speed up <br />performance in NC FAST. Funds are also included to make slight building changes related to health
