August 2014 and Year-to-Date Retail Sales Discussion was held Mr. Jarvies made a motion to approve the September 2014 Consent Agenda, Mr. Lassiter seconded the motion and the vote carried. 6 Retaining an attorney: Discussions were held. Ms. Tilley made a motion to a keep Kim Steffan as the Boards attorney for Perkins Drive, Mr. Jarvies seconded the motion. The board also decided to appoint a sub-committee to prepare an outline of a job description for a Board attorney and advertise the opening. Mr. Lassiter made a motion that Ms. Stuckey and Mr. Jarvies be named as the members of the sub-committee, Ms. Tilley seconded the motion, and the vote carried. 7 Input from the Board on operational changes: Mr. Jarvies would like to focus on Board Goals, Capital improvements, Risk Management and a 3 year plan. It was suggested that the Board promote the contributions it makes the community in education, law enforcement, and alcohol and substance abuse treatment. Ms. Stuckey would like to see the policies manual updated on the website. 9:41 Mr. Dorosin left the meeting 8 At 9:42 am Mr. Jarvies made a motion to go into Closed Session in accordance with N.C. G.S. 143- 318.11 (personnel matters), Ms. Tilley seconded the motion and the vote carried. 9:42am Chris Willett joined the meeting. Orange County ABC Board retained Mr. Willett to provide advice on a personnel matters. 9 At 10:57 am Ms. Tilley made a motion to return from closed session, Mr. Lassiter seconded the motion and the vote carried. 10:59 Ms. Tilley left the meeting. • Mr. Lassiter made a motion that Mr. Dubois receive a 5% pay increase for the period from July 1 to Sept 16th (78 days). The amount he will be paid will not, if it were extrapolated over a year, exceed the amount the Clerk of Court for Orange County is paid ($93,578.00). The car allowance should be taken into account but not the cell phone reimbursement. Mr. Bagby Seconded the motion and the vote carried. • Mr. Lassiter made a motion that starting September 17, 2014, Mr. Dubois’s salary be $85,842.00, plus the car allowance. The cell phone remains a reimbursable expense. Mr. Bagby seconded the motion. Mr. Jarvies opposed the motion. The motion carried 2 to 1. At 11:05 am Mr. Lassiter made a motion to adjourn, Mr. Bagby seconded the motion and the vote carried.
