ORANGE couNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 3, 2001 <br />Action Age a <br />Item No. <br />SUBJECT: Proposed Addendum to Agreement for Student Generation Rate and School <br />Impact Fee Studies to include Parks and Recreation Payment in Lieu, Impact <br />Fee Anal si~_ _ _ _ <br />DEPARTMENT: Planning 8~ Inspections PUBLIC HEARING: (YlN) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Tischler Scope of Work Craig Benedict, ext. 2592 <br />Dave Stancil, ext. 2590 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider amending a proposal with Tischler and Associates, Inc. far <br />professional services associated with the Parks and Recreation Payment in Lieu, Impact Fee <br />Analysis and to authorize the Manager to sign an agreement reflecting substantially the terms of <br />the attached proposal. <br />BACKGROUND: The Board of County Commissioners adopted goals (Parks and Recreation <br />and Analysis of Impacts of Growth) in June 1999 that address the need to conduct studies on <br />Parks and Recreation impacts and regulations. <br />The Parks and Recreation Task Force also identified the need to reexamine existing methods. <br />The work to be conducted is outlined in the attached description. <br />Paul Tischler and Associates also have extensive experience in this analysis area. <br />e <br />FINANCIAL IMPACT: The cost of the studies is not to exceed $30,000. Monies are available <br />in the professional services accounts of both Planning and Inspections (approximately $20,000) <br />and ERCD (approximately $10,000) to cover this cost. <br />RECOMMENDATION(S): The Manager recommends that the Board amend the proposal to <br />Tischler and Associates in an amount not to exceed $30,000 and authorize the Manager to sign <br />an agreement incorporating substantially the same terms as the attached proposal, subject to <br />final review by staff and the County Attorney. <br />
