MINUTES <br />ORANGE COUNTY BOARD OF SOCIAL SERVICES <br />February 24, 2014 <br />2 <br />The agency also runs the Share Your Holiday Program to provide a more complete holiday for <br />children in the agency’s most intensive treatment programs. The program served over 350 children <br />and more than 40 elderly or disabled adults. <br /> <br />The programs are successful due largely to the business and volunteer support including the NCCU <br />Alumni Association, PHE, Balloons and Tunes, churches, and other community groups. <br /> <br />Pat Garavaglia commented that there were more families at the agency on the last day of the Toy <br />Chest than usual which made it difficult to serve everyone. Ms. Hinton added that several last <br />minute donations really helped meet the needs. Claire Millar added that the staff effort in the <br />holiday program is really amazing. Ms. Garavaglia added that staff at Social Services always go <br />above and beyond to help and support the community. <br /> <br />Ms. Garavaglia noted that FRIENDS of DSS is planning to work with local churches to do a <br />Christmas in July toy collection this year. She informed the Board that FRIENDS of DSS is a 501C- <br />3 organization that helps social workers and other agency staff meet needs for which there is no <br />traditional funding source. <br /> <br />2. Board Member Changes <br /> <br />Pat Garavaglia made a motion to appoint Tamara Dempsey-Tanner to the Social Services Board. <br />Arthrell Sanders seconded the motion. The motion was carried without dissent. <br /> <br />Tamara Dempsey-Tanner took the oath of office to serve as an Orange County Social Services <br />Board Member. <br /> <br />Ms. Garavaglia added that Social Services Board will need two new Board members in June as she <br />and Arthrell Sanders cycle off. She asked that anyone with a potential nominee please let her <br />know. <br /> <br />3. Outside Agency Funding <br /> <br />Sharron Hinton reminded the Board that all funding applications to the county for area nonprofits <br />are given to agencies to read and provide feedback to the County Manager. Pat Garavaglia asked <br />whether the agencies have changed since last year. Ms. Hinton replied that there is a mix of new <br />and previous applicants. <br /> <br />Ear McKee asked whether these outside agency requests were different than the ones the Board of <br />County Commissioners approves. Nancy Coston replied that this is part of the larger outside <br />agency process that goes to the Commissioners for approval. <br /> <br />Ms. Garavaglia asked whether the score card had changed from last year. Ms. Hinton responded <br />that the score card had changed a little. <br /> <br />4. FY2014-15 Budget <br /> <br />Nancy Coston presented the Social Services proposed budget for FY2014-15. Ms. Coston shared <br />the state estimates which also include information about state-funded agency programs. The <br />budget as presented contains a $300,000 county increase. There are several significant changes <br />about where the money comes from and where it is going. <br /> <br />The eight social work positions in the Orange County Schools are not in the budget.
