Call to Order: Chair Dickinson called the meeting to order at 7:02 pm. <br /> <br />II. Additions or Changes to Agenda – Dickinson welcomed Sandbeck to Orange County <br />and his new role working with the HPC. Rankin announced that he will relocate to a new <br />home just outside of Orange County. Dickinson asked to discuss this under Item 6.d. <br /> <br />III. Approval of Minutes – Two typos were identified in the draft minutes. Gilfillen motioned <br />to accept the October 24 minutes as written; second by Gilfillen. Approved unanimously. <br /> <br />IV. Reports <br />a. CLG Annual Report – HPC members discussed sections of the report that had been <br />submitted to the State Historic Preservation Office on November 30. Gilfillen <br />expressed dissatisfaction with the limitation on HPC membership from the county’s <br />unincorporated areas. Staff will confer with the County Attorney when they meet to <br />discuss incorporating the Hillsborough ETJ in the County’s local landmark program. <br /> <br />V. Items for Decision <br />a. HPC Meeting Calendar – The 2013 calendar was approved by acclamation. <br /> <br />VI. Discussion Items <br />a. Proposal for an Orange County Heritage Center – The HPC discussed a preliminary <br />proposal for establishing an online Orange County Heritage Center—a non-profit <br />foundation established by a broad coalition of stakeholders whose services and <br />products would encourage and stimulate cultural and heritage tourism in the county. <br />The idea is an on-line service for providing information from a variety of sources in a <br />more efficient and effective manner. The HPC plans to refine the proposal, present <br />to BOCC for feedback/direction, and then involve all stakeholders in its development. <br />b. Historic Resource evaluation exercise – HPC evaluated a property from the County’s <br />inventory of historic structures. The Gosling House (OR 652) received 48.3 points. <br />c. 2012 Work Plan – HPC members reviewed the work calendar without discussion. <br />d. Identify potential candidates to fill HPC vacancy – The HPC discussed the need to fill <br />two positions. Members agreed to consider the list of applicants and asked staff to <br />advertise the vacancies on the County website and in local newspapers. <br /> <br />VII. Updates and Information Items – HPC members received information on the following <br />issues: a) Capt. John S. Pope Farm local landmark application, b) HPC annual report <br />and work plan, c) newly-adopted HPC policies and procedures, d) Hollow Rock <br />archaeological survey, e) plans for a draft interlocal agreement to protect resources on <br />public lands in Hillsborough, f) signage for the local landmark program, and g) a <br />proposed oral history project for the former Cedar Grove School. <br /> <br />VIII.
