The following list provides a brief review of the primary Federal laws which must be considered <br /> during debris management practices. <br /> ■ National Environmental Policy Act l <br /> • Clean Water Act <br /> • Clean Air Act . <br /> • Coastal Barrier Resources Act r ' <br /> ■ Resource Conservation and Recovery Act <br /> ■ Endangered Species Act <br /> ■ Coastal Zone Management Act <br /> • Fish and Wildlife Coordination Act <br /> • Wild and Scenic Rivers Act <br /> • Executive Orders <br /> • National Historic Preservation Act <br /> Specific Environmental Concerns <br /> Spills or Leaks <br /> Should a spill or leak occur during performance of this contract, CrowderGulf will report the spill or leak to the County. <br /> CrowderGulf shall be responsible for cleaning.up all spills in compliance with federal, state, and local laws and <br /> regulations and at no cost to the County or other government entities. l <br /> Asbestos Containing Materials <br /> CrowderGulf is experienced and capable of managing the removal of asbestos containing material. If asbestos is <br /> encountered during a recovery effort for the County,CrowderGulf will utilize its resources to ensure all asbestos related <br /> activities are in accordance with Environmental Protection Agency (EPA) requirements, specifically the National l <br /> Emission Standards for Hazardous Air Pollutants(NESHAP)46 CFR Part 61,Subpart M. CrowderGulf staff will always <br /> comply with all environmental laws and regulations. CrowderGulf will conduct all debris operations outlined In this <br /> proposal to meet the program standards provided for in FEMA Public Assistance Program and Policy Guidelines. <br /> In addition, CrowderGulf will conduct all debris related operations in accordance with all applicable federal,state, and <br /> local laws, rules and/or regulations. <br /> Public Relations <br /> After a disaster, residents want answers regarding recovery operations. CrowderGulf will work closely with the County <br /> to ensure that the residents are given accurate and timely information for their use and own individual planning l <br /> I <br /> purposes. i <br /> Y <br /> Developing a Public Information Campaign <br /> Experienced CrowderGulf personnel will be available to assist the County in the development of a public information 4 <br /> campaign, The information could include the parameters, rules and guidelines of debris operations so residents can <br /> begin their personal recovery activities. The language used will be simple and easy for all residents to understand, <br /> Materials and Information may be distributed in more than one language for it to be understood by non-English- <br /> speaking populations and neighborhoods. i <br /> Debris Information Center <br /> CrowderGulf can assist the County in establishing a temporary debris information center to address concerns and <br /> complaints, and answer questions that are not included in the public information campaign at-large. The debris <br /> Information center may also be utilized to report fraud. Regardless of the venue, it will be important to address the <br /> residents' concerns, complaints, and questions in a timely and efficient manner. Feedback from the information E <br /> centerwiII give the Management Team an indication of how effective and efficient the operations are progressing. The <br /> County and the On-Site Management Team may use this information to adjust operations appropriately. <br /> 129 <br />
