Provide assurances that no current owner, principal or officer of the firm is or has ever been debarred by the state <br /> and/or federal government. <br /> 5. Obtain and furnish satisfactory evidence of required insurance from a responsible insurer. <br /> 6. Give all notices and fully comply with all local,state and federal laws—including,but not limited to,social security, <br /> workers compensation and unemployment insurance, DOT,etc. <br /> 7. Begin work to be performed within two full workdays after a subcontractor is notified of a subcontract award,unless <br /> otherwise stipulated in the subcontract arrangements.The subcontractor will pay for all materials,equipment and <br /> labor used in the performance of the subcontract(s). <br /> 8. In the event a subcontractor makes an untimely start,or is unable to supply sufficient skilled workmen,equipment <br /> or materials to satisfy the subcontract arrangements, CrowderGulf may terminate the employment/contract of the <br /> subcontractor for cause. <br /> 9. Take all reasonable safety precautions with respect to contracted work, complying with all safety, workplace <br /> standards and environmental measures as directed by CrowderGulf. <br /> 10. Furnish periodic progress reports on the work as directed by CrowderGulf, plus use the debris reporting system <br /> selected by CrowderGulf. <br /> 11. Provide CrowderGulf with progress payment billings(as agreed in the respective subcontracts). <br /> 12. Final payments to subcontractor(s) may be deferred pending receipt of contractual or statutory lien waivers, <br /> releases,closeout documents or other encumbrances. <br /> 13. Other stipulations may apply as,may be required by unique Iocal conditions. <br /> Understanding Requirements <br /> CrowderGulf takes several steps during the proposal preparation process to ensure local subcontractor participation <br /> as well as M/WBE utilization policies and 44 CFR 13.36(e)compliance are met. Understanding exactly what the Client <br /> is requesting during this initial proposal phase is key to implementation upon activation. In order to clearly define the <br /> expectations required we take several preliminary steps.The first step is to review MNVBE policies and procedures to <br /> determine specific goals set by the Client.Our second step is to determine utilization breakdowns required, Lastly,we <br /> identify all required certifications and/or MANBE directories to be used for soliciting MMBE firms and any further <br /> breakdowns of percentage goals. Once these steps are completed and we have a clear understanding of all <br /> requirements we continue with the following process: <br /> Steps in the Process: <br /> f. Before any subcontractors are solicited,CrowderGulf compiles a list of local subcontractors from our Database of <br /> pre-qualified subs. These companies have either worked for CrowderGulf and are in good standing, have <br /> registered with us through our website,www.crowderg ulf.com,or have been previously solicited by CrowderGulf. <br /> All subcontractors must meet the following requirements to be considered for prequalification: <br /> a. Verification through one or more of the following websites: <br /> • The System for A ward Management(SAM)is a Federal Government owned and operated free web <br /> site that consolidates the capabilities in CCRIFedReg, ORCA, and EPLS. SAM is used to review all <br /> subcontractors'debarred status pdor to approval as a prequalifled subcontractor(Lgt -Ilwww.sam.povl} <br /> • SBA H(JBZone Search-confirmation, {hf€ .-Ildsbs.sba.povldsbslsearchldsL se arch hubzone.cfm <br /> ■ Dun and Bradstreet, ( ts:Ilsso.dnbi.com) <br /> b. Enroll in the E-Verify program and provide acceptable evidence of enrollment at the time of subcontract <br /> execution.Acceptable evidence consists of a copy of the properly completed E-Verify Company Profile page <br /> or a copy of the fully executed E-Verify Memorandum of Understanding for the company. For additional <br /> information regarding the Employment Eligibility Verification System (E-Verify) program visit the following <br /> website:http:Pwww.dhs.pov/E-Verify. It shall be the Subcontractor's responsibility to familiarize themselves <br /> with all rules and regulations governing this program. <br /> c. Obtain and furnish satisfactory evidence of required insurance from a responsible insurer. <br /> 2. If specific directories are to be used,CrowderGulf will check the Client website for directory access or contact the <br /> M/WBE Office for a list of potential MNVBE firms to be utilized then compare this list to our current list of local <br /> prequalified subcontractors to find possible matches. <br /> 120 <br />
