These Important steps must take <br /> place in advance of moving debris on a unit price payment basis. <br /> The staging area becomes the initial reporting location for all subcontractors. Subcontractors employed under pre- <br /> event subcontracts,subcontractors and individuals seeking work, and potential suppliers and vendors,will be directed <br /> to this central point,if necessary,we will position a Mobile Emergency Response Command Center Unit at this location <br /> to facilitate operations.Additionally,if temporary fueling and shelter facilities are required,they will be positioned at this <br /> location, if possible. <br /> Communications/Mobile Command Center <br /> Should disaster conditions warrant the need, CrowderGulf may establish a self-sufficient Mobile Command Center, <br /> with full communications capability, In the disaster area and dedicate it solely to the recovery effort. If needed or <br /> requested, ❑ur Command Center will be provided to the County to serve in the field as its command unit. <br /> The Command Center, orfield off icels,will be set up within 24-48 hours after activation. Local citizens will be employed <br /> and trained to work in the field office under experienced CrowderGulf management supervision. Local employees are <br /> always an asset to the response and recovery operation. Their knowledge of the area and its people is invaluable to <br /> CrowderGulfs overall operations. <br /> Each Command Center has two gas powered generators that <br /> supply power for the following: <br /> Multiple work stations with LCQ computer/TV monitors, �► _ <br /> with copier/fax/scanner capability GLlLF� <br /> • A conference room with a large table and a 42"plasma <br /> monitor/TV f <br /> • Two satellite TV receivers <br /> VSAT for broadband internet and VoIP lines <br /> CrowderGulfs management team, all supervisory personnel, and crew foremen will use company radios, digital <br /> radio/telephones, and/or cellular phones. All drivers and subcontractor supervisory personnel will be required to have <br /> radios and/or telephones in their vehicles. Upon request, we will furnish key County personnel with our system <br /> radios, <br /> Operational Support <br /> CrowderGulfs main office will serve as headquarters for"back-office" operational support and documentation center. <br /> Throughout the project, this office will support field operations on all levels and maintain backup files and records for <br /> reimbursement. <br /> Sample Mobilization Parameters <br /> Below are CrowderGulfs anticipated mobilization timelines for debris removal work. CrowderGulf has never failed to <br /> meet the end timelines for completing all projects and remain committed to meeting all timelines. <br /> • Contacting the County's Emergency Operations Manager 48-72 hours prior to a predicted disaster event. <br /> • Providing an advance CrowderGulf representative to the County's Emergency Operations Center 24-48 hours <br /> prior to a predicted disaster event or upon receiving notification of pending activation, if requested. <br /> ■ Staging personnel and equipment in close proximity to the County to provide rapid deployment after the storm, <br /> while protecting those assets from damage/destruction by the event. <br /> Mobilizing resources and being operational for clearing debris and opening critical routes ("PUSH") within 24-48 <br /> hours of NTP if requested by the County. <br /> • Being fully operational for hauling, sorting, and storing of debris within 48 hours of Initial NTP. <br /> • Being fully operational for reduction and disposal of debris within 72 hours of initial NTP. <br /> 96 <br />
