DocuSign Envelope ID:5FA4B1AC-B897-4C32-A1E4-4B4A8885A341 <br /> ?; CrvwderGulf <br /> Rt'H for Disaster DebrisClearance and Removal Services <br /> - Orange County, NC <br /> MOTOR VEHICLES <br /> ■ All persons operating a motor vehicle shall possess a valid drivers' license, a permit valid for the equipment <br /> being operated. <br /> ■ Inspections on motor vehicles should be performed prior to mobilization and weekly thereafter, The following <br /> systems checks should be administered: <br /> • Seat Belts for all occupants <br /> • Operating Controls <br /> ➢ Turn Signals <br /> ➢ Brake lights <br /> ➢ Horns <br /> ➢ Steering <br /> ➢ Parking Brake <br /> • Check for fluids <br /> Y Wiper <br /> ➢ Brake <br /> Oil <br /> Gas <br /> ➢ Coolant <br /> All vehicles shall be equipped with the following: <br /> ■ Fire Extinguishers <br /> ■ Working Speedometer <br /> Working Fuel Gauge <br /> • Working Horn <br /> ■ Windshield and wiper blades <br /> TRAFFIC CONTROL. <br /> • Traffic control is extremely important on highways, in residential areas, and at construction sites. When <br /> traffic may pose a hazard to operations, public roads will be closed. Road closings shall be coordinated in <br /> writing with appropriate local agencies. Traffic controls and signage should comply with the DOT Federal <br /> Highway Administration's "Manual of Uniform Traffic Control Devices." <br /> ■ When a road cannot be closed, the following precautions may be taken: <br /> ➢ "MEN WORKING AHEAD" or similar signs shall be placed along the roadway, 1,000 ft and 500 ft <br /> before the work zone, on both sides of the work zone; <br /> ➢ Sufficient number of flag persons shall be used to control traffic within the work area; <br /> ➢ Flag persons shall be used and shall receive instruction in flagging operations before being placed in <br /> traffic(training and certification by the National Safety Council(NSC)is recommended); <br /> ➢ All flag persons shall wear steel-toed shoes, international-orange reflective vests, and hard hats; <br /> ➢ "STOP" and"GO" signs, not flags,will be used for traffic control; <br /> ➢ Flag persons shall be able to communicate with each other and with the foreman; and <br /> ➢ Two-way radios shall be used whenever visual contact between flappers is not achieved. <br /> ■ All construction vehicles and all vehicles exceeding 1 112 tons should have a signal person to assist in <br /> backing in residential areas. <br /> DEFENSIVE DRIVING <br /> Personnel involved in emergency operations are at increased risk of motor vehicle accidents due to damaged <br /> roadways, debris/hazards in roadways, road closings, malfunctioning or missing traffic control devices, and driving <br /> under challenging environmental conditions. Safe driving programs shall be instituted and driving safety monitored. <br /> Personnel operating off-road vehicles shall be trained, prior to operation, in the use of such equipment. <br /> Principals of defensive driving shall be practiced and seat belts worn at all times. The operator shall maintain proper <br /> control of the vehicle at all times. Vehicles will not be driven at speeds greater than the posted limit. With regard to <br /> weather hazards,traffic, road hazards and other existing conditions operators will use caution <br /> 28 <br />
