SAFE PRACTICES <br /> Additionally, resources are in short supply. The loss of any resource to an <br /> accident indicates poor management. The safety and health of all <br /> employees,subcontractors,and members of the public exposed to recovery <br /> activities will be a primary concern during all emergency operations and <br /> recovery assistance. <br /> INITIAL RESPONSE <br /> CrowderGulfs safety and health professional shall be immediately alerted of <br /> the disaster and shall be included in the planning and execution of response <br /> and recovery efforts. This individual small assess safety and health issues <br /> and shall assure precautions are taken prior to deployment of personnel. <br /> Issues to consider include: sanitation, drinking water, power supply, living <br /> quarters,driving conditions,environmental conditions, and health issues. <br /> MOBILIZATION OF PERSONNEL <br /> Prior to departing their duty station for emergency operations and recovery assistance activities, appropriate <br /> personnel will be provided: <br /> ■ Personal Protective Equipment (PPE) (e.g., head, eye, hearing, foot protection, and PFDs) appropriate for <br /> the hazards of the f eId activities that they will perform <br /> SAFETY ORIENTATION <br /> Safety and health brief ngs and orientation shall be conducted as personnel arrive at the emergency area and prior <br /> to beginning work activities. <br /> COMMUNICATIONS <br /> • Paging equipment, two-way radios, cellular phones, computers, and facsimile machines shall be used as <br /> needed to establish and enhance communications. <br /> ■ Safety and health programs,documents,signs,tags, instructions,etc.,shall be communicated to employees <br /> and the public In a language that they understand. <br /> ■ The Safety Coordinator shall compile a list of telephone numbers for all personnel and emergency numbers <br /> forfire,police,hospitals,etc.and shall distributed to the DMS supervisor,Project Manager,CitylTown/County <br /> debris coordinator and post at each tower site. The Safety Coordinator shall retain a copy for the official <br /> record and send a copy to the DAO office. <br /> MACHINERY AND MECHANIZED EQUIPMENT <br /> Inspection of equipment is critical. Maintenance logs on all equipment should be reviewed immediately upon notice <br /> of possible deployment to assure each vehicle has had its proper service prior to deployment. Inspections and tests <br /> snail be in accordance with manufacturers' recommendations and shall be documented. Equipment not meeting <br /> safety standards or the requirements of this manual will not be used. Records of tests and inspections shall be <br /> maintained at the site by the Project Manager,and shall be made available upon request of the designated authority, <br /> and shall become part of the project file documentation. <br /> 26 <br />
