As you know, the damage assessment is a key <br /> component in the FEMA Project Worksheets, so an accurate assessment <br /> is crucial to aid in FEMA reimbursement. All storms are different and can <br /> effect an area differently than a previous storm. And, the dynamics of a <br /> storm can be different,wet vs dry,and the forward speed,duration etc.are <br /> all contributing factors as to the effects a community will sustain. The <br /> United States Army Corps of Engineers has developed a debris model as <br /> shown on the previous page. This model computes the estimated <br /> quantities based on the population/number of households, category of storm and various conditions (wet storm etc.). <br /> This model can have a plus or minus 30% accuracy error. However, it does give baseline estimates for immediately <br /> hypnotiz[ng the potential debris generated from a hurricane and can serve as a beginning basis for the anticipated <br /> damage of a land falling storm. But It should not take the place of a personal or windshield assessment. <br /> CrowderGulf has begun utilizing the latest in Drone Technology to investigate and document projects and assist our <br /> Project Managers and clients with damage assessment. As of 2015, CrowderGulf has used the 3D Robotics Solo <br /> Smart Drones and DJ Phantom Series Drones on its projects(as shown previously in the beginning of this proposal). <br /> The"CG Disaster Drones"as we call them have provided beneficial intelligence of existing conditions and to help better <br /> prepare the response far areas that are still unreachable by truck or boat, The HD videos allow us to access areas that <br /> may not be reached by vehicle or even vessel. The ability to already know the extent of damage and the required <br /> equipment is of great benefit,both in generating an accurate damage assessment and also being prepared to respond <br /> quickly with the necessary equipment and personal to handle the determined scope of work. The videos are held on <br /> file for no less than 10 years. <br /> As shown in the picture to the left,after Hurricane Michael impacted <br /> - -� Mexico Beach and surrounding communities in 2018, CrowderGulf <br /> chartered a helicopter to aid in the 'damage assessment over <br /> Panama City and surrounding communities. Sometimes, the most <br /> efficient way to document and identify the damage is from the air. <br /> Auer Hurricane Isaac, much of Lou islana was still under water and <br /> not accessible by vehicle.Therefore, along with the Army Corps of Engineers, CrowderGulf utilized the air boat <br /> (shown In the picture to the right)to access flooded areas of Plaquemines Parish to adequately assess the damage. <br /> Our experienced Project Managers will arrive on-scene within 8-12 <br /> hours of notification of need and begin a damage assessment as <br /> directed by the County. Darnage assessment will include <br /> documentation in the form of photographs, video and project sectoring J <br /> mapping. Based on the damage assessment,the Project Manager, in - <br /> consultation with the County's Debris Manager, will prepare a response <br /> plan delineating specific equipment and personnel needs to accomplish <br /> the County's objectives. The response plan will be complete and ready <br /> for County approval within 4-6 hours. Based on preliminary - <br /> discussions with the County and the County's approval of the response <br /> plan, CrowderGulf's Project Manager, will mobilize crews with appropriate equipment to accomplish the work in a <br /> timely and orderly manner. Of course, under many circumstances,crews are mobilizing simultaneously while the <br /> assessment is being completed since a certain amount of damage is typically expected from larger storms. If hauling <br /> is required, our Project Manager will coordinate with the County to measure debris hauling trucks and ensure that all <br /> documentation requirements are met for each load of debris. CrowderGulf wit[continue to add manpower and <br /> equipment to meet the debris removal expectations and needs of the County.
