ORANGE COUNTY BOARD OF COMMISSIONERS <br />RESOLUTION OF APPRECIATION <br />TO SENATOR ELLIE KINNAIRD <br />FOR HER SPONSORSHIP OF THE <br />SPAY/NEUTER BILL <br />WHEREAS, Senator Ellie Kinnaird has been a tireless and vocal advocate for the Citizens of <br />Orange County through her service as a North Carolina Senator; and, <br />WHEREAS, Senator Kinnaird served the citizens of Orange County as Mayor of the Town of <br />Carrboro from 1987 to 1995; and, <br />WHEREAS, in 1995, the citizens of Orange, Chatham, Lee, Moore and Randolph counties <br />.elected Ellie Kinnard to be their, representative in the North Carolina Senate; and, <br />WHEREAS, Senator Kinnaird has served the citizens of Orange County and North Carolina as <br />an attoxney for N.C. Prisoner Legal Services, Inc., and has helped enrich the <br />community through her service to the Chapel of the Cross Social Ministries, <br />Summit House Board of Governors, Partnership for Children and the Day Caze <br />Services Association; and, <br />WHEREAS, each yeaz, thousands of unwanted pets become stray or nuisance animals, or are put <br />to death in animal shelters across the state; and, <br />WHEREAS, Senator Kinnaird introduced, sponsored and facilitated the approval of Senate Bill <br />1184, which creates a fluid to assist pet owners with spaying and neutering their <br />pets, and establishes a statewide program to educate pet owners on the benefits of <br />spaying and neutering their pets. <br />NOW, THEREFORE, be it resolved that the Orange County Boazd of Commissioners expresses <br />its sincere appreciation and gratitude to Senator Ellie Kinniard for her work on <br />behalf of the citizens of Orange County and the entire state of North Carolina as <br />their Senator and for her unyielding dedication to the pets and pet owners of our <br />state through her sponsorship and support of the low-cost Spay/Neuter Bill. <br />This the third day of April, 2001 <br />Stephen H.
