The need to implement <br />this task was not anticipated; therefore, we did not include the cost of this task when preparing the budget <br />for fiscal year 2019-2020. <br /> <br />The cost of the proposed services is based upon a review of the effort associated with preparing prior NES <br />reports for other solid waste facilities. <br /> <br />Deliverables. DAA will provide a digital version of the report to the OCSWM (Adobe Acrobat or functional <br />equivalent). DAA will provide a digital version of the report to North Carolina Department of Environmental <br />Quality. <br /> <br />Exclusions. Deliverables do not include digital source files used in preparing the report (for example, MS <br />Word, MS Excel, AutoCad files). <br /> <br />Terms and conditions. Services will be provided in accordance with the content of this proposal and an <br />existing Agreement between OCSWM and Draper Aden Associates (dated February 22, 2017). <br /> <br />Background. During May, 2018, the NC DEQ required sampling for a new organic constituent (1,4- <br />dioxane). The November, 2018, sampling event at the Orange County Regional Landfill was the first event <br />conducted to include this newly regulated constituent. The laboratory reported 1,4-dioxane in eleven wells <br />associated with the Orange County Regional Landfill - North facility. Since this is a newly detected <br />constituent, the facility obtained verification samples from the two wells (6801-MW14A, 6801-MW20) at <br />which the largest concentrations of 1,4-dioxane were reported, then submitted the samples to a different <br />laboratory to either confirm or refute the initially reported concentrations. The verification analyses <br />confirmed the exceedances that were reported during the November sampling event. <br /> <br />In an electronic correspondence from NC DEQ to Draper Aden Associates (dated September 24, 2019), NC <br />DEQ stated, “As with other constituents of concern, if 1,4-dioxane is reported above the 2L standards, it’s <br />horizontal and vertical extent should be assessed with the intent to eventually initiate corrective action.” <br /> <br />Orange County Solid Waste Management previously characterized the nature and extent of constituents <br />that previously exceeded their respective Groundwater Quality Standards at the North facility, and <br />submitted the Assessment of Corrective Measures, Corrective Action Plan, and Corrective Action Monitoring <br />Plan to NC DEQ. The distribution of 1,4-dioxane appears to be consistent with the areal distribution of the <br />other volatile organic constituents that were addressed in the previously submitted Assessment of <br />Corrective Measures, indicating that the existing network of monitoring wells should be sufficient to <br />satisfactorily delineate the extent of 1,4-dioxane in the contaminant plume. <br /> <br />The subject proposal is intended to meet the requirements for determining the “horizontal and vertical <br />extent” of 1,4-dioxane in groundwater, as requested by NC DEQ on September 24, 2019. <br /> <br /> <br /> <br />DocuSign Envelope ID: 21CD1CFD-BDC0-4526-AED2-CC88ABCCFC7A
