1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 15, 2019 <br /> Action Agenda <br /> Item No. 8-c <br /> SUBJECT: Health Department Mobile Dental Clinic Contract <br /> DEPARTMENT: Health <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Mobile Dental Clinic Contract Quintana Stewart, 919-245-2412 <br /> Rebecca Crawford, 919-245-2414 <br /> PURPOSE: To approve a contract with Lifeline Mobile for $445,748 to purchase a mobile <br /> dental clinic. <br /> BACKGROUND: On October 16, 2018, the Board of Commissioners approved the Health <br /> Department's request to transfer funding from a planned dental clinic to be built at Southern <br /> Human Services Center (SHSC) in Chapel Hill to the purchase of a mobile dental clinic to <br /> expand and enhance dental services by visiting schools, community centers, and nursing <br /> homes 2 days per week. The dental clinic would be parked at SHSC 2 '/2 days per week to <br /> deliver clinical services. <br /> The Health Department and Finance and Administrative Services Department issued a Request <br /> for Proposals (RFP) for the construction of a mobile dental clinic on April 26, 2019. The RFP <br /> closed on May 27, 2019 and five (5) proposals were received. The RFP review committee <br /> (made up of representatives from Health, Information Technologies, Emergency Management, <br /> Transportation Services, and Asset Management Services) unanimously recommends awarding <br /> a contract for construction of the mobile dental clinic to Lifeline Mobile. <br /> The attached contract for the mobile dental clinic will cover all necessary construction and staff <br /> training. Construction is estimated to take approximately 7 months. <br /> FINANCIAL IMPACT: The total contract cost for the mobile dental clinic is $445,748. Funding <br /> for this contract, in addition to one-time start-up costs not included in the contract (such as <br /> computer equipment, dental chair tools, security fencing for the mobile dental clinic, and travel <br /> for two staff members to the construction site as required by the vendor to approve the product <br /> before transporting), is included in the Health Department capital budget for general <br /> renovations. Operating costs for a contract driver, supplies, and insurance are included in the <br /> Health Department's FY 2019-20 approved budget. Fuel costs for the mobile dental clinic are <br /> included in the approved budget for FY 2019-2020 in the Transportation Services Department. <br />
