Link, Jr. Government Services Center Remediation Project — Rejection <br /> of Apparent Low Bid <br /> DEPARTMENT: County Manager, Asset <br /> Management Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Travis Myren, Deputy County Manager, <br /> 919-245-2308 <br /> Steven Arndt, AMS Director, 919-245- <br /> 2658 <br /> John Roberts, County Attorney, 919- <br /> 245-2318 <br /> PURPOSE: To authorize the County Manager to reject the non-responsive apparent low bid for <br /> the Remediation of the John M. Link, Jr. Government Services Center project that was opened <br /> on Thursday, September 25, 2019. <br /> BACKGROUND: Over a period of time, the John M. Link, Jr. Government Services Center <br /> developed a number of water intrusion issues related to deficiencies in the building envelope. <br /> Earlier this year, plans and specifications were developed to address these issues, and the <br /> project was advertised for bids in August 2019. Bids for the project were opened on Thursday, <br /> September 5, 2019 with the result of an apparent low bid of $4,286,300. <br /> The bids that were opened on September 5, 2019 were formally rejected by the Board of <br /> Commissioners on September 17, 2019 because insufficient information was required from the <br /> bidders to thoroughly and diligently examine and evaluate the project bids. <br /> The project was advertised a second time requesting the information that was not provided in <br /> the September 5 bid packages. On September 25, 2019 the second round of bids for the <br /> project were opened with an apparent low bid of $4,553,364. A thorough evaluation of the <br /> bidders' documents revealed that the apparent low bid is non-responsive because the bidder <br /> represented itself as a joint venture, but necessary documents and bid bonds reflecting a joint <br /> venture were not submitted and because the apparent low bidder lacks the proper remediation <br /> certification required in the bid documents. <br /> FINANCIAL IMPACT: There are no financial impacts associated with this item. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br />
