1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 15, 2019 <br /> Action Agenda <br /> Item No. 8-e <br /> SUBJECT: Disaster Debris Removal and Clearance Service Agreement <br /> DEPARTMENT: Solid Waste <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Agreement Robert Williams, 919-968-2885 <br /> PURPOSE: To approve an Agreement with Crowder Gulf, LLC for the purpose of providing <br /> Disaster Debris Removal and Clearance Services. <br /> BACKGROUND: The Solid Waste Management Department along with the towns of Chapel <br /> Hill, Carrboro and Hillsborough prepared a Request for Proposals for the provision of Disaster <br /> Debris Removal and Clearance. Seven firms responded to the request. After a thorough review <br /> of the responses, the Solid Waste Management Department and the Towns deemed Crowder <br /> Gulf, LLC as submitting the most responsible, responsive proposal. The Solid Waste <br /> Management Department recommends that Crowder Gulf, LLC be awarded the primary contract <br /> for Disaster Debris Removal and Clearance. <br /> FINANCIAL IMPACT: The primary purpose of the agreement is to ensure that, in the event of a <br /> severe weather event, adequate staffing and equipment resources will be available to effectively <br /> manage the large quantities of debris likely to be generated. There are no anticipated expenses <br /> related to this agreement without an emergency declaration by the Chair of the Orange County <br /> Board of Commissioners. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br />
