7 <br />3. Changing the designation of land north of Eubanks Road, between the existing landfill <br />and Hillhouse Road, from "Mixed Use, Office Emphasis" to "Open Space." <br />4. Changing the designation of parcels between Hillhouse Road and Interstate 40 from <br />"Mixed Use, Office Emphasis" to "Rural Residential." <br />The intent of these changes is to remove the Landfill designation from the Greene Tract; to <br />adjust the surrounding land use from "Open Space" to "Low Residential" thereby reflecting <br />existing land uses; to reduce the intensity of development adjoining the Landfill north of <br />Eubanks Road; and to adjust the mixed use area to follow natural features of the creek. <br />These amendments require the approval of the Orange County Commissioners, Chapel Hill <br />Town Council, and Carrboro Board of Aldermen. <br />B. Chapel Hill Joint Planning Area Transition Area Zoning Atlas Amendment <br />Purpose: To hear public comment on the proposed Zoning Atlas Amendment within the Chapel <br />Hill portion.of the, Joint Planning Area Transition Area. The rezoning proposal, requested by the <br />property owner, is as follows: <br />Action: Zoning Atlas Amendment (Rezoning) <br />From: Residential-2 <br />To: Residential-Conditional <br />Size: approximately 40.5 acres <br />Location: Narth side of Homestead Road, east of the Railroad Track <br />Identification: Chapel Hill Township, Tax Map 24, Lot 16 <br />This amendment requires the approval of the Orange County Commissioners and Chapel Hill <br />Tawn Council. <br />Following conclusion of the public hearing, the matter should be referred to the towns ofi Chapel <br />Hill and Carrboro (JPA Land Use Plan amendments only) for decision and then to the Orange <br />County Planning Board for a recommendation to the Orange County Board of Commissioners. <br />A proposed schedule follows: <br />ChaQel Hill <br />March 20, 2001 -Planning Board Recommendation <br />May 7, 2001 -Town Council Decision <br />Carrboro <br />May 17, 2001 -Planning Board Recommendation <br />June 5, 2001 -Board of Aldermen Decision <br />Oran a Coun <br />May 2, 2001 -Planning Board Recommendation <br />June 5, 2001 -County Commissioners Decision <br />FINANCIAL IMPACT: None. <br />
