Parts of their plan include the Joint Planning Area (JPA). Any amendments, before they <br />become effective in that area, must be processed through the JPA agreement process. <br />The Greene Tract is being proposed to be amended from a designation of "Landfill' Under <br />Further Study" to "Open Space/Housing". Specific background analysis of this request has <br />not, as of March 26, 2001, been provided by Chapel Hill Planning to Orange County staff. <br />It is important to note that the Greene Tract is under multiple ownership and is further controlled <br />pursuant to an adapted Interlocal Agreement Regarding Solid Waste between Orange County,. <br />Town of Chapel Hill and Town of Carrboro that sets forth a time frame and process to determine <br />the ultimate use of portions of the Greene Tract. <br />FINANCIAL IMPACT: None at this time. <br />RECOMMENDATION(S): The Manager recommends that the Board hear the report and <br />instruct staff to investigate any areas for comment at the April 11, 2001 JPA public hearing. <br />
