Non-discharge systems are generally <br />known as ground absorption systems consisting <br />of land application systems by spray .~ <br />irrigation onto the. surface of the soil and <br />variations of the conventional ground <br />absorption system based on low pressure <br />injection of wastewater into the soil. <br />S• The use of alternative wastewater treatment systems <br />as a means of sewage disposal will be permitted _ <br />consistent-with local, State, and Federal laws and <br />regulations only in the following situations: <br />.- - a . - Daa - ? a-~d -unsuitable.-for conventional on- - <br />s;.te Saw7age disposal systems and whi~:h is <br />not served by public sewer;. or <br />b. On land suitable for conventional on-site <br />sewage disposal systems and which is not <br />served by public sewer but where, through the <br />clustering of dwelling units, open space is <br />preserved for providing recreation areas . <br />.and/or for scenic, environmental and <br />agricultural protection purposes. <br />In the case of new development, such systems wil l <br />be permitted only in conjunction with the approval <br />of a Special Use Permit for property located in a <br />zoned township or a Preliminary Subdivision Plat <br />for property located in an unzoned township. <br />4. Orange County will evaluate the feasibility of <br />establishing an inspection and monitoring program <br />.for alternative wastewater treatment systems,~will <br />explore a bonding requirement, and will explore <br />alternative institutional arrangements for shifting <br />the operation and maintenance of such systems into <br />the public domain. <br />e ~. ~ <br />
