Authorize the County Manager to approve change orders for this project up to the <br />authorized, budgeted amount. <br /> <br />Commissioner Greene commended Travis Myren on 21% contracted to minority-owned <br />business. <br />Blair Bordeaux said these are initial percentages, and will likely go up. <br />Commissioner Price also thanked them for this percentage. <br />Commissioner Price referred to the revised site plan, and the lack of an entry on West <br />Hill Avenue, and asked if the Sheriff approves. <br />Travis Myren said the Sheriff was consulted, and is in acceptance of the plan. <br />Commissioner Price referred to page 7 of PowerPoint (rendering of the EAC) and asked <br />if “alternate 2 and 3” were related to budget. <br />Travis Myren said these alternates were presented as part of the bidding package, and <br />were not accepted. <br />Commissioner Price said this will go into effect in October, with site preparation in <br />September, and asked if the $10 million will be paid back. <br />Travis Myren said the County will expend a little money, once the financing is approved, <br />and when the bonds are sold the general fund will be reimbursed for those costs. <br /> <br />A motion was made by Commissioner Marcoplos, seconded by Commissioner Price for <br />the Board to: <br />1. After comparing the advantages and disadvantages of using the construction <br />management at risk method for this project versus those methods identified in North <br />Carolina General Statute 143-128(a1)(1) through North Carolina General Statute 143- <br />128(a1)(3), conclude that construction management at risk services is in the best interest <br />of the project and is the preferred method of proceeding with the project; <br />2. Accept a total Guaranteed Maximum Price (GMP) of $36,354,082 as presented by <br />Bordeaux Construction (Attachment 1) for the development of the Orange County <br />Northern Campus; and <br />3.
