1 <br /> <br />APPROVED 10/1/2019 <br />MINUTES <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />September 3, 2019 <br />7:00 p.m. <br /> <br />The Orange County Board of Commissioners met in regular session on Tuesday, <br />September 3, 2019 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, <br />N.C. <br /> <br />COUNTY COMMISSIONERS PRESENT: Chair Penny Rich and Commissioners Jamezetta <br />Bedford, Sally Greene, Earl McKee, Mark Marcoplos, and Renee Price <br />COUNTY COMMISSIONERS ABSENT: Commissioner Dorosin <br />COUNTY ATTORNEYS PRESENT: John Roberts <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br />Travis Myren, and Clerk to the Board Donna Baker (All other staff members will be identified <br />appropriately below.) <br /> <br /> Chair Rich called the meeting to order at 7:13 p.m. <br /> <br />1. Additions or Changes to the Agenda <br /> <br />Chair Rich noted the following items at the Commissioners’ places: <br />- 5-a: Additional Information <br />- PowerPoint for Item 6-b <br />- 11-a: Email from Commissioner Greene <br /> <br /> <br />PUBLIC CHARGE <br /> Chair Rich acknowledged the public charge. <br /> <br />Arts Moment <br />Katie Murray, Arts Commission Director, introduced David Menconi: <br /> <br />2019 Piedmont Laureate David Menconi is a music critic and arts reporter, formerly at the <br />Raleigh News & Observer, where he was a staff writer for 28 years. He has also written for <br />Rolling Stone, Billboard, Spin, New York Times and salon.com. He has published three books <br />with a fourth, a music history of North Carolina, to be published by University of North Carolina <br />Press in 2020. He is also co-editor of the American Music Series for University of Texas Press <br />and hosts a weekly radio show about the music of North Carolina, “That Old North State Radio <br />Hour” on WCLY/95.7FM. He holds a Master’s degree in journalism, and lives in Raleigh. <br />David Menconi described the Piedmont Poet Laureate process, and his activities in this <br />role. He highlighted the efforts of Orange County towards promoting the arts. <br /> <br />2. Public Comments <br /> <br />a. Matters not on the Printed Agenda <br />Tod Puckett is from Rougemont, and said he has three considerations on the gun <br />ordinance: on this issue, is it a noise problem or a safety problem? He said if it is a noise <br />problem, that is simply a byproduct of country living; and if it is a safety issue, he asked if there
