If an entrance sign is anticipated and will not be placed within the 100-foot building buffer, <br />maintained by the Hameowners Association, a sign easement must be reserved within <br />one of the residential lots. <br />$. All common areas (stream buffers, building buffers, landscape buffers) must be clearly <br />identified on the preliminary and final plats and maintained by the Homeowners <br />Associatian. The common areas cannot be subdivided or recombined with adjacent lots. <br />Draft forms of the Homeowners Association documents, including restrictive covenants <br />and conservation easements, that contain use and maintenance provisions for the open <br />space and buffers must be submitted for review by the County Attorney as part of the <br />preliminary plat approval process. The restrictive convenants or conservation agreement <br />shall designate a backup grantee in the event that the Homeowners Association is <br />eliminated. <br />9. The developer shall submit documentation granting the use of public water and sewer <br />services prior to filing for preliminary plat approval. <br />10. The preliminary plat shall indicate areas for on-site infiltration of storm water that <br />demonstrates compliance with Article 6.23.3a of the Orange County Zoning Ordinance. <br />11.The location of all drainage ways, stream buffers and floodplains shall be delineated on <br />the preliminary and final plats, along with appropriate information regarding restrictions. <br />12.The preliminary plat shall show a building footprint on the approximate location of each <br />house site to ensure that there is sufficient buildable area on every proposed residential <br />lot. <br />13.The preliminary plat shall show the location of tree protection fencing and contain a note <br />requiring the installation of tree protection fencing prior to any grading to ensure the <br />protection of vegetation within all buffers and open space. <br />14.The preliminary and final plats shall contain a note restricting further subdivision. <br />15.The applicant shall dedicate a minimum of 2.9 acres (1/20 acre per residential lot) for <br />public recreation space as part of the preliminary plat approval process. (Section IV-B-7- <br />b Recreation Sites, Orange County Subdivision Regulations) <br />1G.All street names to be reserved with GIS section of Planning Department prior to <br />submittal of preliminary plat subdivision request. <br />• Second Action: Planning Board to consider Preiiminary Plat <br />The Planning Board recommended approval of the preliminary plat for Ashwick on <br />December 6, 2000 in accordance with the attached Resolution for Approval. <br />Third Action: Board of County Commissioners to consider Preliminary Plat <br />1. The Board shall consider the application within a reasonable amount of time. <br />2. During deliberations and consideration of the application the Board may defer <br />consideration at any point to pursue additional analysis and review. <br />3. If the Preliminary.
