1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 1, 2019 <br /> Action Agenda <br /> Item No. 8-e <br /> SUBJECT: Approval of a Design Contract for Construction Materials Testing and Special <br /> Inspections Services for the Northern Campus Construction Project <br /> DEPARTMENT: Asset Management Services <br /> (AMS) <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Contract with Summit Design & Angel Barnes, Capital Projects Manager, <br /> Engineering Services, PLLC 919-245-2628 <br /> Steven Arndt, AMS Director, 919-245- <br /> 2658 <br /> Travis Myren, Deputy County Manager, <br /> 919-245-2308 <br /> PURPOSE: To approve a professional services contract with Summit Design and Engineering <br /> Services, PLLC totaling $245,238 to perform materials testing and special inspection services for <br /> the Northern Campus construction project. <br /> BACKGROUND: On September 3, 2019, the County voted to accept a Guaranteed Maximum <br /> Price (GMP) of $36,354,082 as presented by Bordeaux Construction for the development of the <br /> Orange County Northern Campus. The Campus, located on Highway 70 in Hillsborough, is <br /> intended to include a replacement Detention Center, Environment and Agriculture Center, and <br /> Parks Operations Base. Approval of this professional services contract will provide necessary <br /> materials testing and special inspection oversight required for the successful performance of the <br /> work. <br /> FINANCIAL IMPACT: The professional services contract with Summit Design and Engineering <br /> Services, PLLC is a not to exceed amount of $245,238. This proposal is acceptable from a <br /> financial standpoint and is within budget expectations for this work. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> is applicable to this item: <br /> • RESULTANT IMPACT ON NATURAL RESOURCES AND AIR QUALITY <br /> Assess and where possible mitigate adverse impacts created to the natural resources of the <br /> site and adjoining area. Minimize production of greenhouse gases. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> Chair to sign the professional services contract with Summit Design and Engineering Services, <br /> PLLC, totaling $245,238 to perform materials testing and special inspection services for the <br /> Northern Campus construction project, upon final review by the County Attorney. <br />
