2 <br /> FINANCIAL IMPACT: The department proposes to utilize currently available general funds to <br /> cover the required local match. Staff plans to address using alternative funds in a future Budget <br /> Amendment for consideration by the Board of Commissioners. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br /> ethnic background; age; military service; disability; and familial, residential or economic <br /> status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> OCTS provides opportunity for access to jobs and services to many individuals. <br /> The 5311 Grant provides Orange County access to funds to support its rural transportation <br /> infrastructure that promotes economic self-sufficiency to a wide range of residents and <br /> locations. The funds additionally support a system that enhances the access of residents in the <br /> non-urbanized areas to health care, shopping, education, employment, public services, and <br /> recreation. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impacts are applicable to this item: <br /> • CLEAN OR AVOIDED TRANSPORTATION <br /> Implement programs that monitor and improve local and regional air quality by: 1) <br /> promoting public transportation options; 2) decreasing dependence on single-occupancy <br /> vehicles, and 3) otherwise minimizing the need for travel. <br /> The 5311 Grant provides Orange County access to funds to support its rural transportation <br /> infrastructure that promotes the use of clean diesel and alternative fueled vehicles, which results <br /> in reduced carbon emissions in high density and at risk populations. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Conduct a public hearing to receive public comments on the proposed grant application; <br /> 2. Close the public hearing; <br /> 3. Approve the Community Transportation Program Grant application, which includes <br /> adopting the resolution, for FY2021 in the total amount of $179,189 with a local match <br /> total of $26,878 to be provided when necessary; <br /> 4. Authorize the Chair to sign the Community Transportation Program Resolution, the Local <br /> Share Certification for Funding form, and the Anticipated DBE/DEW Vendor Awards; and <br /> 5. Authorize the Chair and County Attorney to review and sign the annual 2020 <br /> Certifications and Assurances documents when available. <br />
