BACKGROUND: Presently the Personnel Ordinance provides that swage-hour non-exempt employee who works on a holiday receives pay for the hours worked in addition to regular holiday pay. It does not provide the option for an employee to take time off in lieu of pay for the hours worked. In April 2000, the Solid Waste Department transferred from the Town of Chapel Hill to Orange County. With the Town the Solid Waste employees had the option to take time off in lieu of pay for hours worked on a holiday. The Solid Waste Department has proposed that the County amend its Personnel Ordinance to provide a time off in lieu of pay option. The attached Personnel Ordinance revision would provide this time off option. Employee use of this option would be contingent on the department head's determination that the department's operating requirements permit such time off. FINANCIAL IMPACT: None. The draft revision changes the form of compensation for hours worked on a holiday from pay to pay or time off. It does not change the amount of compensation. RECOMMENDATION(S): The Manager recommends that the Board approve the attached Personnel Ordinance revision covering compensation for work on a holiday.
