1 <br /> 1 Attachment 2 <br /> 2 <br /> 3 DRAFT <br /> 4 MINUTES <br /> 5 BOARD OF COUNTY COMMISSIONERS <br /> 6 SPECIAL MEETING <br /> 7 September 10, 2019 <br /> 8 7:00 p.m. <br /> 9 <br /> 10 The Orange County Board of Commissioners met in special session on Tuesday, September <br /> 11 10, 2019 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> 12 <br /> 13 COUNTY COMMISSIONERS PRESENT: Chair Penny Rich and Commissioners Jamezetta <br /> 14 Bedford, Mark Dorosin, Sally Greene, Earl McKee, Mark Marcoplos, and Renee Price <br /> 15 COUNTY COMMISSIONERS ABSENT: None <br /> 16 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 17 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 18 Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 19 appropriately below) <br /> 20 <br /> 21 Chair Rich called the meeting to order at 7:00 p.m. <br /> 22 Chair Rich said she joined Steve Brantley, Economic Development Director, and <br /> 23 Amanda Garner, Business Recruitment Economic Developer, at the Mebane meeting last night, <br /> 24 where they approved an incentive proposal and annexation of property. <br /> 25 <br /> 26 1. Public Hearing Regarding an Economic Development Recruitment Incentive for <br /> 27 Medline Industries, Inc. (Project Tomorrow) <br /> 28 Steve Brantley, Economic Development Director, noted the following items at the <br /> 29 Commissioners' places: <br /> 30 - the performance agreement (Attachment A) <br /> 31 - PowerPoint summary <br /> 32 - Public hearing newspaper notice (Attachment C) <br /> 33 - Abstract <br /> 34 - yellow sheet, replaces page 12 of 12 of exhibit B. The original contained a small typo, <br /> 35 which staff corrected, and the revised form is the yellow sheet. <br /> 36 <br /> 37 Steve Brantley recognized Medline representative Dmitry Dukhan (Vice President Real <br /> 38 Estate Operations with Medline), Robert "Bob" Kievert (Director of Tax Compliance, Finance <br /> 39 and Audit with Medline), and Austin Watts (Vice President)with the site contractor Kimley-Horn. <br /> 40 Steve Brantley said Project Tomorrow came from the sundial at the Morehead <br /> 41 Planetarium. <br /> 42 <br /> 43 PURPOSE: <br /> 44 To: <br /> 45 1) Receive and hold a public hearing on the issuance of a "performance-based" economic <br /> 46 development incentive by the County to a private company; and <br /> 47 2) Consider approval of the proposed 5-year performance-based incentive agreement, with <br /> 48 claw-back provisions, for the recruitment of Medline Industries' distribution center to <br /> 49 Orange County, NC. <br /> 50 <br />
