Acceptance of Guaranteed Maximum Price (GMP) for the Orange County Northern <br /> 15 Campus <br /> 16 The Board considered voting to accept a Guaranteed Maximum Price (GMP) of <br /> 17 $36,354,082 as presented by Bordeaux Construction for the development of the Orange County <br /> 18 Northern Campus. <br /> 19 <br /> 20 BACKGROUND: In July 2018, the County retained Bordeaux Construction to serve as its <br /> 21 Construction Manager at Risk (CMAR) for the development of the Northern County Campus. <br /> 22 The Construction Manager at Risk project delivery method was chosen to improve cost <br /> 23 containment and cost certainty compared to other project delivery methods. Cost containment is <br /> 24 improved by allowing the Construction Manager to work collaboratively with the project <br /> 25 designers to yield the most cost effective design solutions from a construction standpoint. Cost <br /> 26 certainty is secured through a contractually binding guaranteed maximum price that is provided <br /> 27 to the County prior to start of construction. The CMAR process is also more transparent as the <br /> 28 CMAR provides more detailed financial accounting information with the entire project team <br /> 29 compared to a general contractor on a design-bid-build project. <br /> 30 <br /> 31 In February 2019, the Board of Commissioners reviewed schematic design cost estimates for <br /> 32 the Northern County Campus and authorized a total budget of$40.2 million. The Campus, <br /> 33 located off of Highway 70 in Hillsborough, is intended to include a replacement Detention <br /> 34 Center, Environment and Agriculture Center, and Parks Operations Base. Substantial <br /> 35 completion is scheduled for March 9, 2021, and final completion is scheduled for May 9, 2021. <br /> 36 <br /> 37 Campus Elements <br /> 38 <br /> 39 • Detention Center <br /> 40 The new Detention Center would consist of one hundred forty-four (144) beds in approximately <br /> 41 48,900 square feet. The new facility would replace the existing 40,227 square foot detention <br /> 42 facility located in downtown Hillsborough that was originally constructed in 1925 with additions <br /> 43 and modifications occurring in the early 1980's and mid-1990's. <br /> 44 • Environment and Agriculture Center (EAC) <br /> 45 The new 17,200 square foot Environment and Agriculture facility would replace the <br /> 46 19,087 square foot office building currently located on Revere Road that houses the Department <br /> 47 of Environment, Agriculture, Parks and Recreation, Cooperative Extension, Farm Service <br /> 48 Agency, and Soil and Water Conservation. <br /> 49 0 Parks Operations Base <br />
