2 FINANCIAL IMPACT: The department proposes to utilize currently available general funds to cover the required local match. Staff plans to address using alternative funds in a future Budget Amendment for consideration by the Board of Commissioners. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this item. • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. OCTS provides opportunity for access to jobs and services to many individuals. The 5311 Grant provides Orange County access to funds to support its rural transportation infrastructure that promotes economic self-sufficiency to a wide range of residents and locations. The funds additionally support a system that enhances the access of residents in the non-urbanized areas to health care, shopping, education, employment, public services, and recreation. ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal impacts are applicable to this item: • CLEAN OR AVOIDED TRANSPORTATION Implement programs that monitor and improve local and regional air quality by: 1) promoting public transportation options; 2) decreasing dependence on single-occupancy vehicles, and 3) otherwise minimizing the need for travel. The 5311 Grant provides Orange County access to funds to support its rural transportation infrastructure that promotes the use of clean diesel and alternative fueled vehicles, which results in reduced carbon emissions in high density and at risk populations. RECOMMENDATION(S): The Manager recommends that the Board: 1. Conduct a public hearing to receive public comments on the proposed grant application; 2. Close the public hearing; 3. Approve the Community Transportation Program Grant application, which includes adopting the resolution, for FY2021 in the total amount of $179,189 with a local match total of $26,878 to be provided when necessary; 4. Authorize the Chair to sign the Community Transportation Program Resolution, the Local Share Certification for Funding form, and the Anticipated DBE/DEW Vendor Awards; and 5. Authorize the Chair and County Attorney to review and sign the annual 2020 Certifications and Assurances documents when available.
