13 <br /> Admittedly, affordable housing within housing subdivisions has been difficult to <br /> implement, even with the County's existing density bonus incentive (which is <br /> applicable only outside of water supply watersheds). Land areas outside of water <br /> supply watersheds and the Rural Buffer (a large portion of which is not within a water <br /> supply watershed area) leaves a fairly small geographic area of the County in which <br /> the density bonuses could be applicable. The Rural Buffer has regulatory density <br /> and minimum lot size constraints and a prohibition for public water and sewer lines <br /> which results in only large-lot development within the Rural Buffer. <br /> There may be opportunities for the County to be a partner in providing affordable <br /> housing units in areas of the County served by public water and sewer and/or outside <br /> of the County's planning jurisdiction (e.g., within the planning jurisdiction of a <br /> municipality). A trade-off might be that these are also areas of the County <br /> designated for economic development activities. <br /> Planning staff will work with Housing and Community Development staff and <br /> Attorney's Office staff to develop the Info Item memo referenced above. <br /> 3.
