6 <br />DISCUSSION <br />Emergency responders need training in~order to remain constantly aware of <br />surrounding events and stay prepared to respond to real. situations with confidence and <br />knowledge of response procedures. This grant wilt allow us to develop training using <br />the DOD domestic training format. The DOD training modules will be integrated with <br />emergency responder training to include initial and refresher training. The training will <br />be provided to Hospital, Public Health, Pire, Law, Emergency Medical Services (EMS), <br />Local Terrorism Preparedness Work Group (LTPWG) members, private industries, and, <br />on request, to the public. Orange County has 8 volunteer and 3 municipal fire <br />departments, 4 municipal police departments and the county Sheriff s department. The <br />training modules will be used to improve WMD response with emphasis on terrorist <br />incidents. The training .will be shared with all 100 North Carolina counties: The Baal is <br />to place infgr~mation on the county and state computer web site for mutual support far <br />all agencies. Ttris grant has the impac# to provide focal, state, regional and national <br />suplaart to emergency responders. <br />This~grant will help fund data-entry into our database relative to potential attack <br />and release of -hazardous materials of new and historical incidents. Data collected will <br />be integrated into a software system, which can then be .used by emergency response <br />personnel to obtain information an accidentally released chemicals. This grant will be <br />used for the development of local emergency response plans and exercises far county <br />fire; rescue, police, hospital and emergency service agencies including hazardous <br />materials (HAZMAT) responders. This.grant will be used to develop full-scale field <br />exercises for training to respond to terrorist attacks. This grant will be instrumental in <br />the improvement of hazard analyses, plume modeling, and risk management. The <br />grant will be used to expand computer geographical information systems for plume <br />modeling.. h will allow regional response and local hazardous material teams team <br />mitigation techniques, develop research capabilities, leadership skills, and <br />communication. The local terrorism planning work group will develop and administer <br />the WMD exercise. <br />Orange County Emergency Management is striving towards leading the way in <br />developing mitigation far the County's multi-hazard .plan that will enhance protective <br />actions., We request funding to conduct an effective use of the countywide response to <br />domestic preparedness. This grant will provide the needed resources and training <br />necessary to implement a positive response to terrorist incidents which would affect all <br />municipalities within the County and all emergency responders at the local and state <br />level. <br />Preparedness, prevention and protection for people; property, and the <br />environment is the goal far the domestic preparedness grant. <br /> <br />
