Link, Jr. Government Services Center project that were opened on Thursday, September 5, <br /> 2019, and to rebid the project. <br /> BACKGROUND: Over a period of time, the John M. Link, Jr. Government Services Center <br /> facility has developed a number of water intrusion issues related to deficiencies in the building <br /> envelope. Earlier this year, plans and specifications were developed to address these issues, <br /> and the project was advertised for bids in August 2019, with the primary purpose of the project <br /> being remediation of the water intrusion issues and effects thereof. Bids for the project were <br /> opened on Thursday, September 5, 2019, with the result of an apparent low bid of $4,286,300. <br /> Upon review of the apparent low bid, County staff re-evaluated the County's needs related to <br /> the project and bid evaluation and determined that more information is needed from all bidders <br /> to thoroughly and diligently examine the project bids. Due to the size of the project, Board of <br /> Commissioners' approval is required to reject the bids. <br /> FINANCIAL IMPACT: There are no direct financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board reject all bids for the <br /> Remediation of the John Link Government Center project that were opened on Thursday, <br /> September 5, 2019, and authorize the Manager to notify all bidders and rebid the project. <br />
