1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 17, 2019 <br /> Action Agenda <br /> Item No. 8-d <br /> SUBJECT: Amendments to North Chatham Fire Protection and Emergency Services <br /> Agreement <br /> DEPARTMENT: Orange County Emergency <br /> Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Dinah Jeffries, 919-245-6100 <br /> Damascus Fire Protection District Jason Shepherd, 919-245-6100 <br /> Amendment <br /> Southern Triangle Fire Protection District <br /> Amendment <br /> PURPOSE: To ratify the County Manager's signature on amendments to allow the 2013 <br /> contract between Orange County and North Chatham to remain in effect until a new contract is <br /> agreed upon and implemented. <br /> BACKGROUND: The agreement between North Chatham Fire Protection and Orange County <br /> signed in 2013 has expired. In order to continue fire protection services in the Southern <br /> Triangle and Damascus Fire Protection districts, an amendment to continue services under the <br /> original agreement is necessary until the new agreement is completed. The Office of the State <br /> Fire Marshal (OSFM) is conducting the Insurance Service Offices (ISO) rating for the North <br /> Chatham Fire Department on September 16, 2019. Therefore, the contract must be in place, in <br /> this case the amendment, for the property owners to maintain the current rating of Class 6/9 or <br /> achieve a lower rating. <br /> FINANCIAL IMPACT: If the amendment is not implemented, all of the properties in the North <br /> Chatham Fire Southern Triangle and Damascus Fire Protection districts will rise to an ISO rating <br /> of Class 10. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board ratify the Manager's <br /> signature on the amended agreements to maintain the current rating or achieve a lower rating. <br />
